Algeria, the World Bank Move to Deepen Strategic Cooperation and Accelerate Sectoral Development

Algiers – December  2025 – In a high-level meeting held Sunday in Algiers, Minister of State, Minister of Hydrocarbons and Mines, Mohamed Arkab, received Ousmane Dione, the World Bank’s Vice-President for the Middle East and North Africa, Afghanistan and Pakistan, for discussions centered on strengthening bilateral cooperation and expanding the exchange of expertise between Algeria and the international financial institution.

 

According to a statement issued by the Ministry of Hydrocarbons and Mines, discussions focused on mechanisms to enhance technical cooperation, financing frameworks, and institutional support for strategic projects in the hydrocarbons and mining sectors. The meeting also addressed the Bank’s potential role in supporting Algeria’s development programs, particularly those aimed at modernizing infrastructure, promoting technological knowledge-transfer, and sustaining transformative industrial initiatives.

The talks were held in the presence of the Secretary of State in charge of Mines, Karima Bakir Tafer, as well as senior ministry officials, and enabled both parties to assess sectoral priorities and emerging opportunities. The agenda highlighted avenues to broaden collaboration in key areas, notably petroleum, gas, and petrochemical development, as well as national efforts to reduce greenhouse gas emissions and environmental footprints, primarily through enhanced cooperation with Sonatrach.

A central focus of the discussions concerned support for major structural projects in the mining sector, especially those associated with phosphate exploitation, fertilizer production, and the transport of local mineral resources, including potential development via railway lines. This approach reflects an industrial vision anchored in value creation, logistical modernization, and long-term sustainability.

During the meeting, Arkab delivered a comprehensive presentation outlining Algeria’s energy strategy and development programs, with emphasis on strengthening hydrocarbons infrastructure, developing hydrogen production, and promoting the optimal exploitation of mineral resources. He underscored the importance of the national seawater desalination program and reaffirmed the sector’s role in meeting domestic demand for petroleum products while supplying critical feedstock to transformative industries.

Arkab further highlighted Algeria’s contribution to regional and global energy security, citing the reliability of its hydrocarbon exports and the country’s ambitious programs to expand production capacity, develop petrochemical industries, improve recovery techniques, and reduce emissions, including through carbon-capture initiatives.

On the mining front, the Minister reviewed the major projects currently underway, notably the Gara Djebilet iron ore complex, phosphate exploitation and transformation projects, phosphatic fertilizer production, and emerging zinc and lead extraction ventures. According to the Ministry, these projects will supply local industries with essential raw materials, bolster national added-value, and promote the exploitation of strategic minerals vital to renewable energy technologies and energy storage.

For his part, Dione praised the “positive momentum” characterizing Algeria’s hydrocarbons and mining sectors, expressing the World Bank’s readiness to deepen cooperation and provide financial and technological support for priority initiatives. He emphasized the Bank’s commitment to backing petroleum, gas, and petrochemical development, advancing mining activities, and enhancing the valorization and transport of raw materials, particularly by rail, with a view to supporting sustainable economic development and job creation.
