Transport Minister Saïd Sayoud announces comprehensive overhaul in sea freight pricing, port logistics, and rail infrastructure to support economic operators and boost trade efficiency

Algiers, Algeria | May 17th, 2025 — In a decisive move to bolster Algeria’s logistics infrastructure and reduce barriers to trade, Minister of Transport Saïd Sayoud announced this morning a forthcoming revision of maritime freight tariffs aimed at aligning costs with the expectations of national economic operators — without undermining the interests of national shipping companies.

 

Speaking during a public address, Minister Sayoud confirmed that a wide-ranging debate will be launched imminently to reassess the current sea freight rates. “Our objective is to better reflect the realities of the market and ease the burdens on exporters and importers,” he stated, emphasizing that the reform process will be conducted transparently and in coordination with all relevant stakeholders.

The upcoming dialogue, he explained, will serve to highlight the structural challenges faced by economic operators in the maritime logistics sector and explore effective mechanisms to eliminate persistent bottlenecks. This initiative, according to Sayoud, is part of a broader government strategy to restore trust in Algeria’s transport infrastructure and position the country as a reliable trade hub.

Highlighting the operational status of Algeria’s port network, the Minister revealed that 10 major ports are currently functioning around the clock (24/7) to accommodate increasing trade volumes. He also addressed Algeria’s reliance on foreign shipping lines, noting that while such partnerships are sometimes necessary, greater emphasis must now be placed on strengthening national capabilities.

In that regard, Sayoud disclosed that seven previously out-of-service vessels have been successfully recovered, with two ships set to resume operations this week, marking a tangible step toward revitalizing the national maritime fleet.

On the rail transport front, Sayoud unveiled plans for a multi-billion-dollar procurement program to acquire new trains aimed at upgrading Algeria’s rail freight network. The first phase, he said, will involve the launch of an international call for tenders to secure modern rolling stock and enhance connectivity across the country’s industrial corridors.

Minister Sayoud concluded by reiterating his ministry’s unwavering commitment to addressing all issues related to maritime, air, and land freight logistics, pledging closer collaboration with other sectors to ensure the smooth flow of commercial exchanges and rebuild confidence among Algeria’s exporters, importers, and transport professionals.

“We are fully engaged in reconstructing a resilient, efficient, and sovereign national transport system — one that meets the needs of our economy and restores Algeria’s logistical leadership in the region,” Sayoud affirmed.
