Algeria, Tunisia Cement Strategic Partnership: 25 Key Agreements Signed at 23rd Mixed Commission Session
Algiers – December 2025 – In a significant milestone for regional cooperation, the 23rd session of the Algerian-Tunisian Mixed Commission concluded on Friday with the signing of 25 pivotal agreements across multiple sectors, underscoring the commitment of both nations to elevate their bilateral relations to a strategic and integrative partnership.
Co-chaired by Algerian Prime Minister Sifi Ghrieb and Tunisian Head of Government Sarra Zaafrani, the session not only formalized a wide array of legal instruments but also set the stage for sustainable institutional and sectoral collaboration. The agreements span economic development, investment, security, energy, human development, culture, and transport, reflecting a holistic approach to bilateral cooperation.
Prime Minister Ghrieb emphasized that the session marks a significant step in strengthening bilateral ties, reflecting the vision of Presidents Abdelmadjid Tebboune and Kaïs Saïed to consolidate relations into a “strategic and integrative partnership.” He highlighted that these agreements provide a robust legal and institutional framework to support the accelerating momentum of cooperation, particularly in strategic areas such as security, military coordination, and energy supply.
The agreements notably target economic and investment cooperation, aiming to double trade volumes—especially beyond hydrocarbons—and to maximize the comparative advantages and opportunities of both countries. Financial security also emerged as a central pillar, with agreements addressing cross-border anti-money laundering measures, terrorism financing, and accreditation cooperation between ALGERAC and TUNAC.
Water management, fisheries, and agricultural irrigation were further reinforced through cooperation agreements between ADE and SONEDE, the Algerian Chamber of Fisheries and Aquaculture and its Tunisian counterpart, as well as ONID and Tunisia’s General Directorate of Rural Engineering and Water Resources.
The session also advanced collaboration in employment and vocational training, with agreements between labor inspectorates, national training institutes, and the establishment of joint programs to enhance skills development. Energy cooperation, including renewables, and insurance sector supervision were addressed through dedicated memoranda, alongside strategic partnerships in investment promotion through AAPI and Tunisia’s FIPA for 2026-2027.
Cultural and media exchanges were equally prioritized, with agreements covering public radio, television, and press agencies, as well as cooperation in intellectual property and pharmaceutical industry development. The human development sector also saw major initiatives, including programs for special education, women, children, the elderly, sports, and youth development for the 2026-2028 period.
