Algeria, Tunisia Consolidate Strategic Convergences at a New Turning Point of Cooperation

Algiers – December 2025 – Algeria and Tunisia reaffirmed the depth of their strategic convergence during the 23rd session of the Algerian-Tunisian Joint High Commission, held Friday in Tunis, at a moment when both countries consider their bilateral cooperation to have reached a level of maturity that allows for a qualitative leap toward deeper integration.
Co-chaired by Algerian Prime Minister Sifi Ghrieb and Tunisian Head of Government Sarra Zaafrani, the session reflected a shared determination to move beyond solid political alignment toward reinforced economic, human, and sectoral integration. Both sides underlined their ambition to broaden cooperation to “wider levels,” with the clear objective of securing common strategic interests through expanded partnership opportunities across multiple fields, while generating tangible added value for both economies.
In this context, Algeria’s increasingly attractive business climate—within a stable and secure environment for national and foreign investors—was highlighted as a key lever for the development of ambitious partnerships with Tunisia. Ongoing efforts aim to fully exploit available opportunities, whether through new industrial projects, joint investments, or targeted cooperation in high value-added sectors, in line with the aspirations of the leaderships and peoples of both countries.
Border regions emerged as a central pillar of this renewed dynamic, with a shared vision to transform these areas into genuine hubs of cooperation rather than mere transit zones. Infrastructure development, facilitation of cross-border movement, and the promotion of trade and investment are envisaged as the foundations of real economic integration between the two neighbors. Within this framework, the Joint High Commission was reaffirmed as the central mechanism for monitoring and steering bilateral cooperation, ensuring coherence among sectoral initiatives and sustaining the momentum generated by high-level political engagement.
Addressing the expanded session, Prime Minister Sifi Ghrieb stressed that Algerian-Tunisian relations have attained a level of maturity that justifies the establishment of “innovative and adapted mechanisms” capable of overcoming remaining obstacles to the realization of shared ambitions. He praised the “remarkable and qualitative” level reached by bilateral relations, situating them within the vision of Presidents Abdelmadjid Tebboune and Kaïs Saïed to elevate ties to a fully integrated strategic partnership.
Ghrieb described the 23rd session as an opportunity to assess achievements since October 2023, evaluate existing mechanisms, and introduce necessary adjustments to enhance efficiency. He further underscored the importance of strengthening the human dimension of the relationship, notably through border development, decentralized cooperation, and improved management of issues related to the movement and residence of citizens. On the sectoral front, he welcomed the “positive and satisfactory results” achieved, particularly in security coordination against shared threats such as terrorism, organized crime, illegal migration, smuggling, and drug trafficking. He also reiterated the fundamental role of the energy sector, noting that Algerian exports continue to play a significant role in meeting Tunisia’s needs in natural gas and electricity.
For her part, Tunisian Prime Minister Sarra Zaafrani commended the “deep structural and institutional reforms” undertaken in Algeria under President Abdelmadjid Tebboune, as well as the development projects accompanying the construction of the “New Algeria.” She affirmed that each developmental achievement on either side constitutes an essential milestone toward reinforcing socio-economic integration and a solidarity-based partnership between the two countries.
Zaafrani described the 23rd session as a pivotal stage for monitoring and evaluating progress across cooperation sectors, while also opening new horizons and adapting mechanisms to enhance speed and effectiveness. Expressing satisfaction with the “positive dynamic” characterizing bilateral relations, she stressed that the concrete results achieved reflect a “sincere and shared will” to advance toward comprehensive integration. She finally highlighted the strong convergence of views between Algeria and Tunisia on numerous regional and international issues, emphasizing regular consultation between their leaders as a key driver in strengthening bilateral relations.
