Health Minister Saïhi Announces Ambitious National Plan to End Diagnostic Delays and Ensure Equitable Care for Thousands of Rare Disease Patients

Algiers, Algeria | June 19th, 2025 —  In a move to improve the lives of thousands of Algerians affected by rare and orphan diseases, Algeria’s Minister of Health, Abdelhak Saïhi, announced the government’s unwavering commitment to tackling these complex conditions through a comprehensive national plan backed by substantial funding. Speaking at a high-level symposium held on Thursday at the conference hall of Djamaa El Djazaïr, Saïhi declared that rare diseases have been elevated to a presidential priority, reflecting President Abdelmadjid Tebboune’s direct and personal involvement in improving healthcare access for all.

 

“The President of the Republic has given firm instructions to mobilize all the necessary resources to guarantee access to quality care for this vulnerable segment of the population,” Saïhi emphasized, noting that the state has allocated an annual budget of 30 billion dinars to treat rare diseases—nearly 20 billion DZD of which is specifically earmarked for structural support within the national health system.

Highlighting Algeria’s progress in this field, the Minister cited the 2024 revision of the national list of recognized rare diseases as a major step forward. The forthcoming National Plan for Rare Diseases will prioritize early and accurate diagnosis through the integration of advanced medical technologies, the creation of a reliable national health database, and the inclusion of patient associations in policymaking. “We are determined to break the cycle of diagnostic wandering that too many patients endure,” Saïhi said, underscoring the state’s intent to reduce suffering caused by delayed detection.

The plan aims not only to improve detection and treatment but also to build a sustainable care infrastructure. It will actively engage civil society organizations, particularly patient advocacy groups, whose lived experiences are crucial in shaping responsive health policies.

Professor Kamel Sanhadji, president of the National Agency for Health Security (ANSS), pledged full institutional support to the Ministry of Health. “We will accompany the Ministry throughout every phase of this vital initiative,” Sanhadji said, reiterating the strategic importance given by the head of state to this issue as a pressing matter of public health.

The symposium also featured the insights of prominent medical practitioners who stressed the necessity of ending diagnostic uncertainty. Specialists argued that early screening and identification significantly enhance treatment outcomes, reducing the emotional, physical, and financial toll on patients and their families.
