Algeria Unveils Nationwide Housing Surge: Over 192,000 Units Delivered, AADL 3 Tenders Launched, and 47 Urban Hubs Rolled Out as Part of President Tebboune’s Vision for Inclusive Development

Algiers, Algeria | July 1st, 2025 — In a landmark step toward fulfilling Algeria’s commitment to equitable urban expansion and dignified living, the government has launched a massive, multi-dimensional housing campaign. Spearheaded by Mohamed Tarek Belaribi, Minister of Housing, Urbanism, and the City, the operation coincides with Algeria’s 63rd Independence Day, symbolizing a fusion of historical memory with present-day action.
Speaking from Djelfa, where he led a working visit on July 1st, Belaribi officially kicked off the distribution of 192,318 housing units across various provinces, in conjunction with the ceremonial launching of national tenders for the AADL 3 program, which will begin with 200,000 new units as part of the 2025 Finance Law.
Ambitious Urban Vision: 47 Integrated Urban Poles Across 38 Provinces
As part of the broader strategic roadmap endorsed by President Abdelmadjid Tebboune, Belaribi revealed the completion of 47 urban hubs in 38 wilayas, with 16 more centers to break ground by the end of 2025. These hubs are designed as self-sustaining, modern cities, blending residential units with essential infrastructure, administrative buildings, schools, healthcare facilities, and commercial zones.
The Bahrara urban pole in Djelfa, spanning 734 hectares, was showcased as the national prototype. The site will feature 22,800 housing units, fully connected to water, electricity, transport, and telecom grids—an emblem of modern Algerian urbanism rooted in sustainability and dignity.
AADL 3: A New Chapter in Affordable Housing
A key highlight of Belaribi’s announcement was the activation of the AADL 3 housing program. Following the legacy of AADL 1 and AADL 2, this third phase will incorporate refined technical standards, urban planning innovations, and streamlined beneficiary allocation processes.
The first tranche of 200,000 units will be rolled out in priority zones based on demographic pressure and infrastructure readiness. Belaribi affirmed that all technical and regulatory studies have been finalized, paving the way for immediate project launch through national public tenders.
Decade of Delivery: 1.7 Million Units Between 2020 and 2024
The visit also served as an opportunity to reflect on past achievements. From 2020 to 2024, Algeria distributed 1.7 million housing units, all funded by the public treasury—a feat unmatched in the region. The new vision aims even higher: 2 million additional housing units will be constructed from 2025 to 2029, requiring intersectoral synergy, efficient project management, and robust supply chains, particularly in domestic construction materials.
Symbolism and Sovereignty: Housing as a National Pillar
Belaribi linked the housing strategy to Algeria’s independence legacy. “We stand today on the shoulders of giants who gave everything for this country. Our duty is to ensure every Algerian enjoys a decent, secure, and honorable life,” he said.
He stressed that the housing sector is not merely about shelter—it is a cornerstone of social justice, a catalyst for economic activity, and a reflection of state legitimacy. The government’s firm commitment to integrating national industry and reducing dependence on foreign imports was also reiterated.
Groundbreaking in Djelfa: From Vision to Concrete
During his Djelfa visit, the minister, flanked by provincial officials, parliamentarians, and civil society figures, presided over the laying of the foundation stone for 7,000 public rental units (LPL) in the B’nat Belakhal district, covering 36 municipalities. These units are part of a diversified portfolio aimed at reaching all social categories.
The ceremony, held in a jubilant atmosphere of independence celebrations, was attended by the President of the Wilaya Assembly, delegates of Ain Oussera and Messaâd, security and military officials, and the local mediator of the Republic.
With this operation, Algeria sets a new standard in state-led urban transformation. The AADL 3 launch, the rollout of 47 urban poles, and the commitment to deliver 2 million new homes by 2029 underscore a long-term vision anchored in sovereignty, inclusion, and sustainability—a testament to President Tebboune’s social contract with the people.
