Algiers – November 2025 – In a diplomatic advance staged at the Abdelatif Rahal International Conference Centre, Prime Minister Sifi Ghrieb on Wednesday set out Algeria’s determination to elevate relations with the Socialist Republic of Vietnam to the level of a strategic partnership. Far from ceremonial rhetoric, Ghrieb’s remarks crystallised a political will that couples historic solidarity with a pragmatic agenda: the objective is not merely to declare closeness, but to engineer a functioning framework of cooperation underpinned by legally binding instruments, sectoral programmes and a strict timetable for delivery.
Ghrieb framed the initiative as the culmination of a deep historical affinity—born of parallel struggles for independence—and as an opportunity to translate that affinity into mutually productive economic and technological ties. He urged Vietnamese companies to capitalise on Algeria’s recent economic reforms and advantageous fundamentals: abundant raw materials, competitive production costs and privileged access to European and African markets. His message was unequivocal: the door is open to joint ventures and investment projects, but these must be articulated within a roadmap that specifies concrete measures, responsibilities and deadlines.
The premier left no ambiguity about expectations. The declaration of partnership will be followed by a rigorous implementation architecture: intensification of political consultations at all levels, expanded diplomatic coordination in multilateral fora, reinforced collaboration in defence and security to combat transnational threats, and the mobilisation of public and private actors to launch industrial projects in hydrocarbons, renewables, agro-industry, pharmaceuticals, construction, and digital transformation. The emphasis on coordination demonstrates an awareness that grand declarations require institutional scaffolding if they are to produce jobs, technology transfer and sustainable value chains.
Complementing the political accord, the two delegations signed a battery of agreements and memoranda—spanning housing and urban development, education, scientific and telecommunications cooperation, as well as trade facilitation instruments between chambers of commerce. These legal instruments are designed to provide both predictability for investors and channels for technical cooperation between universities and administrative agencies. Crucially, the agreement to negotiate a commercial accord on goods signals a strategic intent to liberalise trade flows and remove practical obstacles that have historically kept bilateral trade below potential.
The timing and scope of the partnership reflect a twofold ambition. First, to harness complementary comparative advantages—Vietnam’s export-driven industrial model and Algeria’s resource base and market gateways. Second, to embed South–South cooperation as an operational alternative to North-centred dependency, an objective explicitly referenced by Ghrieb in his appeal to strengthen ties within regional and multilateral architectures, including Algeria’s recent accession to the Treaty of Friendship and Cooperation in Southeast Asia.
Yet political will and signed protocols are milestones, not endpoints. Ghrieb himself insisted on the necessity of a roadmap with measurable milestones and monitoring mechanisms. This insistence acknowledges the recurrent pitfall of political diplomacy: memoranda that remain on paper. The success of the strategic partnership will therefore hinge on institutional follow-up—ministerial working groups, technical committees, investment facilitation windows, and regular reporting against agreed timelines.
The economic forum that accompanied the ministerial talks served a practical purpose: to convene business operators and stimulate immediate business-to-business engagement. The presence of the minister of commerce, the head of the Algerian Investment Promotion Agency (AAPI), and representatives of the national economic renewal council underscored the Algerian government’s intention to mobilise public tools to catalyse private investment. For Hanoi, the promise is clear: market access, strategic projects and a partnership that can serve as a gateway to African markets via Algeria’s continental links.
Strategically, the Algeria–Vietnam partnership projects a model of balanced agency. It blends principle—commitment to multilateralism, respect for sovereignty and South–South solidarity—with a transactional capacity to pursue industrial cooperation that yields tangible developmental dividends. It also reaffirms Algeria’s diplomatic posture of actively diversifying partnerships beyond traditional geographies, thereby enhancing national resilience and technological sovereignty.
