Algeria, Vietnam Enter a New Era of Diversified, High-Impact Cooperation as Prime Minister Pham Minh Chinh’s Visit Opens Strategic Partnerships Across Key Sectors

Algiers – November 2025 – In a moment that underscores the accelerating momentum of Algerian-Vietnamese relations, Algiers hosted on Tuesday a dynamic Algerian-Vietnamese Business Forum that laid the groundwork for a deeply diversified and forward-looking partnership. Marked by a shared historical legacy forged during the liberation movements of the 1950s, the two nations reaffirmed a bilateral relationship now propelled by strategic economic dialogue, political confidence, and mutual support in international forums.
The forum, held on the heels of Vietnamese Prime Minister Pham Minh Chinh’s high-level visit to Algeria, signals the opening of a new chapter in bilateral cooperation—one defined by pragmatism, complementarity, and long-term strategic vision. The visit is widely regarded as a catalyst for strengthened collaboration in trade, investment, science, and technology, aligning both nations around a renewed agenda of development and mutual prosperity.
The 13th session of the Algerian-Vietnamese Joint Commission began its work on Tuesday in Algiers, with several key agreements and memorandums under examination. These documents—set to be officially signed on Wednesday during a joint business forum presided over by the Prime Ministers of both countries—are positioned to elevate cooperation in critical sectors such as agrifood, green energy, logistics, tourism, and advanced industrial transformation.
Both countries converge on a shared ambition: to diversify bilateral cooperation by leveraging the strengths of their respective economies. The surge in Vietnamese corporate presence across Algerian and African markets illustrates this dynamic expansion. Conversely, Algeria continues to tap into Vietnamese expertise to bolster its industrial upgrading and technological transformation, advancing joint research initiatives and specialized training missions tailored to innovation-driven sectors.
The economic vibrancy of the partnership is reflected in the remarkable growth of trade exchanges, which surpassed 450 million dollars in 2025—an increase approaching 200 percent within a single year. This surge demonstrates the tangible potential of a partnership that is both historic and resolutely future-oriented.
In the realm of energy, cooperation remains a flagship pillar of the bilateral relationship. The joint venture involving Petrovietnam, Sonatrach, and Thai partners—focused on the Bir Seba field—has yielded nearly 57 million barrels by the end of 2024, making it a model of structured, stable, and mutually beneficial collaboration.
Yet both sides acknowledge the need to overcome persistent structural challenges, including logistical constraints, regulatory inconsistencies, and limited access to market information. The mixed commission thus prioritized establishing a streamlined legal and regulatory framework, expanding investment flows, and diversifying strategic partnerships across hydrocarbons, digital transformation, pharmaceutical production, and renewable energy.
The business forum gathered around twenty public and private entrepreneurs from both nations, reinforcing a direct, sector-to-sector dialogue aimed at forging new agreements and positioning Vietnam as a privileged partner for Algeria within Africa’s growing markets. Vietnamese companies are being actively encouraged to invest in mining, agrifood, and industrial processing, while Algerian firms explore new channels for technological cooperation and market expansion.
Beyond economics, the partnership deepens across cultural, academic, and youth-oriented exchanges, strengthening ties between universities, entrepreneurs, and young professionals. Simplified visa procedures and improved logistical routes now provide a more accessible environment for building intercontinental projects rooted in mutual understanding and shared aspirations.
