Algeria–Vietnam Partnership Enters a New Phase as Ministers Prepare Major Agreements

Algiers – November 2025 – Algiers is preparing to host a decisive sequence in Algerian-Vietnamese relations, as both nations move toward giving their longstanding political friendship a renewed economic and strategic depth. On the eve of the 13th session of the Algerian-Vietnamese Joint Commission, the Vietnamese ambassador to Algiers, Tran Quoc Khanh, revealed clear signals of an imminent breakthrough, citing several agreements nearing finalisation and a series of high-level initiatives set to take shape in the coming days.
The Joint Commission, which opens Sunday in Algiers and continues until Thursday, will lay out a comprehensive review of intersectoral cooperation while assessing the implementation of the recommendations issued during the 12th session held in Hanoi in October 2023. Its primary goal is to define new directions capable of elevating the bilateral partnership to levels that match the political goodwill demonstrated by both capitals. The working sessions will be co-chaired by Algeria’s Minister of Industry and, on the Vietnamese side, by the Minister of Construction and Transport—an indication of the economic priorities driving this new phase.
One of the most anticipated events is the official visit of Vietnamese Prime Minister Pham Minh Chinh to Algeria from 18 to 20 November, the first visit of its kind since 2015. He will be accompanied by a substantial ministerial delegation and around twenty Vietnamese business leaders. According to Ambassador Tran Quoc Khanh, the visit holds “particular importance,” signalling a mutual desire to invigorate economic cooperation while consolidating the “exceptional political relations” that have historically defined Algeria–Vietnam ties.
The visit will also carry symbolic weight. A commemorative stele dedicated to Ho Chi Minh—founder of modern Vietnam and a figure with historical ties to Algeria—will be inaugurated in Rais Hamidou, paying tribute to a shared legacy of anti-colonial struggle. Beyond symbolism, however, the heart of the visit lies in concrete economic engagement. A major business forum will be co-presided over by the two Prime Ministers, with discussions revolving around trade, investment, and the creation of a more conducive environment for economic operators.
The ambassador highlighted a broad array of sectors where cooperation could flourish, including agriculture, agri-food industry, renewable energies, hydrocarbons, pharmaceuticals, digital technologies, tourism, and transport services. This spectrum reflects the considerable untapped potential between the two countries, whose trade exchanges reached approximately 400 million dollars in the first ten months of the year—a figure that, according to the diplomat, remains “below existing capacities” and “does not yet meet the expectations” of either side.
In the hydrocarbons sector, a notable development is expected: Petrovietnam and Sonatrach, already partners in exploration and export activities in Algeria, are preparing to sign a new cooperation agreement. Ambassador Tran described this partnership as “one of the group’s successful international projects,” reaffirming that energy remains at the core of the bilateral economic agenda.
Beyond economics, Vietnam seeks to expand cooperation into education, culture, and sports. The ambassador recalled that more than 30,000 young Algerians practice Vovinam, the Vietnamese martial art, and that many travel annually to Vietnam to compete—an example of the longstanding cultural bridges that both nations aim to reinforce.
