Algeria Warns at the UN: Breaking the Hunger–Conflict Cycle Requires Ending Blockades and Holding the Zionist Entity Accountable

Algiers – November 2025 – Algeria delivered an urgent warning at the United Nations on Monday, calling on the international community to confront the accelerating nexus between hunger and armed conflicts—an equation that, according to Algiers, cannot be resolved without decisively addressing the policies of blockade, collective punishment, and systematic starvation imposed by occupying forces, particularly the Zionist entity against the people of Gaza.
Speaking before the UN Security Council during a high-level debate on conflict-induced food insecurity, Algeria’s Permanent Representative, Ambassador Amar Bendjama, lamented that global hunger continues to worsen despite Resolution 2417 (2018), which explicitly recognizes the link between armed conflict and famine and condemns the use of starvation as a method of warfare. Yet, he observed, the world is witnessing a dramatic escalation, most tragically in Sudan and Gaza.
Bendjama underscored that the blockade imposed by the Zionist entity—cutting off food, water, fuel, and electricity—constitutes a deliberate strategy of starvation, amounting to the use of famine as a weapon of war. He stressed that these acts inflict profound, long-term harm on civilians, especially children, and represent a transparent violation of international humanitarian law.
According to the Algerian diplomat, “the relationship between hunger and conflict fuels a vicious cycle that the Council must break if it is to fulfil its responsibility to preserve international peace and security.” The continuation of such practices, he said, exposes not only the incapacity of the international system but also the willingness of occupying powers to weaponize basic human needs to achieve political ends.
Bendjama insisted that parties to conflicts have a legal and moral obligation to protect civilians and vital systems—including food and water infrastructure—and to ensure unimpeded humanitarian access. He recalled Algeria’s active contribution within the international initiative on protecting civilian infrastructure and the country’s co-chairmanship of the global group on safeguarding vital facilities.
He further highlighted Algeria’s steadfast support for humanitarian workers, referring to the country’s signing, two months prior, of the Declaration on the Protection of Humanitarian Personnel. Beyond emergency interventions, Bendjama emphasized the necessity of political solutions and socio-economic development, citing the role of the Algerian Agency for International Cooperation in Africa.
The Algerian representative urged the Security Council to move beyond statements of concern and adopt concrete, enforceable measures. Among these, he called for the establishment of a genuine early-warning mechanism, adequate financing to restore essential services, guaranteed humanitarian access, and—critically—sanctions against those who violate Resolution 2417 and international humanitarian law, including the occupying Zionist entity whose policies of siege and starvation continue to devastate the civilian population of Gaza.
