High-Level Talks in Tunis Pave the Way for Integrated Health Security and Regional Resilience under the “One Health” Approach

Algiers, Algeria | June 15th, 2025 —  In a decisive step towards redefining public health priorities in the Maghreb and MENA regions, Algeria and the World Bank have agreed to expand their bilateral cooperation to include comprehensive support for the health sector. This milestone was marked by a high-level meeting in Tunis between Algerian Minister of Health Abdelhak Saihi and Ahmadou Moustapha Ndiaye, the World Bank’s Regional Director for the Maghreb and Malta.

The meeting took place on the sidelines of the First Regional Conference on the “One Health” Approach, a forum dedicated to cross-sector collaboration in addressing health threats at the human, animal, and environmental interface.

According to a press release from the Algerian Ministry of Health, the two sides explored concrete strategies to fortify Algeria’s public health system, focusing on sustainability, equity, and resilience amid mounting health and environmental challenges.

Minister Saihi and Mr. Ndiaye emphasized that a resilient health system must go beyond clinical care and embrace a holistic vision—one that integrates food security, climate protection, and ecosystem preservation. They stressed that these components are not peripheral, but rather central pillars of national and regional health security.

Crucially, the talks also addressed the need for a harmonized regional framework that ensures equity across borders, bolsters pandemic preparedness, and promotes coordinated public policy. This would require enhanced intersectoral cooperation, the mobilization of technical partners, and a greater role for civil society organizations in implementing and monitoring reforms.

The World Bank expressed its readiness to support Algeria in crafting and implementing integrated preventive health policies, aligned with the global “One Health” vision. This includes not only funding and technical assistance, but also the development of early warning and rapid response systems to confront future health emergencies effectively and equitably.

The outcome of the Tunis meeting signals a turning point: Algeria is not merely aiming to strengthen its national health infrastructure, but is also positioning itself as a regional leader in proactive, science-based, and collaborative health governance.
