Algerian Government Launches Structural Reforms to Overhaul Foreign Trade and Boost National Economic Efficiency

Prime Minister Nadir Larbaoui chairs a government meeting to establish new import-export bodies, enhance land concession regulations, strengthen food security, and localize smartphone manufacturing

Algiers, Algeria | May 21st, 2025 —  In a decisive move toward economic modernization and trade optimization, Prime Minister Nadir Larbaoui chaired a government meeting today focused on introducing profound structural reforms in the national trade system. Chief among the agenda items was the institutional creation of two new bodies dedicated respectively to import and export operations, along with a detailed regulatory framework governing their organization and functioning.

These measures, initiated in execution of the directives of President Abdelmadjid Tebboune, aim to reorganize and streamline Algeria’s foreign trade mechanisms to maximize efficiency, transparency, and economic sovereignty.

According to a statement issued by the Prime Minister’s Office, the meeting also addressed the finalization of a new legal framework governing land concessions within the state’s private domain. This framework outlines the conditions and modalities for granting convertible concessions into full ownership, particularly for lands intended for commercial real estate development projects.

In line with the Head of State’s strategic commitment to ensuring national food security, the cabinet reviewed the progress of the National Grain Storage Capacity Enhancement Program, which aims to increase Algeria’s national grain storage capacity from 4 to 9 million tons. This initiative comes amid global supply chain vulnerabilities and climate-related challenges impacting grain imports.

Further, the government was briefed on the advancement of Algeria’s national smartphone investment strategy, particularly regarding the assembly and manufacturing of mobile phones within the country. This initiative is part of a broader push to develop the digital industry sector, facilitate technology transfer, and integrate skilled Algerian youth into high-tech industrial ecosystems.

The cabinet reaffirmed its commitment to building a diversified and resilient national economy through institutional reforms, strategic investments, and the promotion of national competencies, aligning with the vision of President Tebboune for a sovereign, technologically empowered Algeria.
