Algerian Government Presses Ahead with Legal Reforms to Fight Financial Crimes and Protect Civil Liberties

Algiers, Algeria | June 18th, 2025 — Under the leadership of Prime Minister Nadir Larbaoui, the Algerian Government convened on Wednesday for a meeting focused on the advancement of key legislative reforms and strategic sectoral developments. The session underscored Algeria’s firm commitment to aligning its legal framework with international obligations while safeguarding the fundamental rights and freedoms of its citizens.

At the top of the agenda was the review of two draft bills—one amending Law 05-01 of February 6, 2005, concerning the prevention of money laundering and the financing of terrorism, and the other modifying Law 18-07 of June 10, 2018, relating to the protection of individuals in the processing of personal data.

The proposed amendments to Law 05-01 aim to bolster Algeria’s legal arsenal against transnational financial crimes and enhance its compliance with international standards, particularly the recommendations of the Financial Action Task Force (FATF/GAFI). These reforms reflect Algeria’s continuous adaptation of its legal norms to meet global benchmarks and reinforce mechanisms to track and counter illicit financial flows.

Simultaneously, the updated data protection law seeks to strengthen the rights of Algerian citizens, aligning national legislation with contemporary international conventions. It is designed to deepen protections for personal liberties, support international cooperation, and serve as a bulwark against evolving forms of organized cybercrime and privacy violations.

In addition to legislative matters, the Government examined the regulatory framework governing land concessions, specifically the conditions under which State-owned land may be converted from concession to ownership to support commercial real estate projects. This measure is intended to streamline urban development and stimulate investment in key infrastructure.

Another major point of discussion was the presentation of preliminary findings from the National Production Census. This wide-scale operation, based on rigorous and updated economic data, will serve as a strategic tool for guiding industrial and commercial policies, fostering market regulation, curbing unnecessary imports, and boosting national exports.

Finally, in line with President Abdelmadjid Tebboune’s directives issued during the National Cinema Symposium held in January 2025, the Government discussed the ongoing program to rehabilitate and reopen cinema halls across the country. The initiative includes support for private investment in the cultural sector, aiming to revitalize the national film industry and promote Algeria’s cultural footprint domestically and internationally.
