Algiers, Algeria– Sunday, July 13, 2025 | In a move aimed at enhancing the investment climate in Algeria, the Algerian Investment Promotion Agency (AAPI) and the High Council of the Arabic Language (HCLA) have officially entered into a protocol agreement to develop a unified terminological code dedicated to the investment sector. This initiative, formalized during a signing ceremony held today, underscores Algeria’s strategic commitment to both linguistic sovereignty and institutional modernization.

The agreement was signed by AAPI Director General Mr. Omar Rekkache and the President of the HCLA, Dr. Salah Belaïd. The core objective of this partnership is the codification and standardization of technical, regulatory, and legal terminology relevant to investment activities. This harmonized lexicon will be meticulously published in three languages—Arabic, French, and English—providing an authoritative reference point for all stakeholders involved in investment, including public administrations, legal entities, and private investors.

Beyond its terminological function, the code is envisioned as a pivotal instrument in consolidating clarity and cohesion across Algeria’s institutional and economic architecture. It will serve as a linguistic and institutional framework for drafting correspondence, legal texts, official documents, and explanatory materials—eliminating the inconsistencies and semantic ambiguities that have often been at the root of disputes between investors and public authorities.

In his address during the ceremony, Mr. Rekkache hailed the signing of the protocol as a “foundational step” in the structural improvement of the business environment in Algeria. He emphasized that a clear, unified linguistic framework is indispensable for fostering investor confidence and minimizing bureaucratic misunderstandings. “This initiative responds to real challenges on the ground. Several disputes and grievances have stemmed from vague terminology and the imprecise definition of investment-related incentives,” he remarked.

He further asserted that this endeavor will ensure that all public administrations and concerned parties speak a common terminological language when dealing with investment files—thereby strengthening institutional efficiency and legal certainty.

For his part, Dr. Salah Belaïd, President of the HCLA, praised the initiative as a “strategic milestone” in Algeria’s policy of generalizing the scientific and official use of Arabic in key economic and financial sectors. He noted that this approach is not only in line with Algeria’s constitutional provisions regarding the status of Arabic but also reinforces its role as a modern and functional language, fully capable of meeting the complex needs of globalized economic discourse.

Dr. Belaïd emphasized that the terminology project reflects a broader vision—one that combines economic reform with linguistic identity, ensuring that Arabic evolves in tandem with Algeria’s developmental trajectory while also coexisting in multilingual coordination with French and English in international investment arenas.
