Algiers, Algeria | July 3rd, 2025 —  In a demonstration of Algeria’s commitment to mobilizing its diaspora for national development, the Director General of the Algerian Investment Promotion Agency (AIPA), Mr. Omar Rekhache, received on Thursday, July 3, 2025, a high-profile delegation of Algerian investors residing abroad.

The delegation, composed of more than 50 entrepreneurs from 14 countries, is visiting Algeria under the framework of a national initiative led by the “Chabab Fekra” Caravan—a movement aimed at encouraging diaspora engagement in Algeria’s economic transformation.

The visit, hosted at AIPA headquarters, was an opportunity for these foreign-based Algerian investors to explore the country’s investment environment, assess high-potential sectors, and initiate pathways for concrete project implementation in their homeland.

Strategic Briefing on Algeria’s Economic Priorities and Legal Framework

The meeting opened with a comprehensive presentation on Algeria’s evolving investment climate. The Agency outlined the key reforms enacted under the new legal investment framework, which prioritizes transparency, legal security, incentives, and streamlined procedures for foreign and domestic investors alike.

Particular emphasis was placed on sectors of strategic national interest, including those that foster technology transfer, knowledge-sharing, innovation, and high-value-added production. Attendees were introduced to Algeria’s updated land allocation mechanisms, the digitized project registration system, and government-backed guarantees designed to protect investments and reduce bureaucratic barriers.

Mr. Rekhache reaffirmed that the Agency stands ready to accompany diaspora-led investment ventures from inception to operationalization, offering institutional support, administrative guidance, and access to incentive packages.

Sectors of Interest: From Advanced Mechanics to Smart Waste Management

The session also served as a listening platform for the investors themselves. Members of the delegation shared their investment interests across several priority industries, including:

• Precision mechanics and manufacturing

• Industrial waste valorization

• Water treatment and purification

• Tourism and hospitality

• Entrepreneurship and SME development

These project ideas reflected the diaspora’s rich expertise and its readiness to act as a conduit between Algeria and the global innovation ecosystem.

Mr. Rekhache emphasized that Algeria’s diaspora constitutes a priceless reservoir of human capital and international credibility, calling them “ambassadors of Algeria across the world.” He stressed that President Abdelmadjid Tebboune has placed the diaspora at the heart of his national development strategy, acknowledging their critical role in building the “New Algeria” and in elevating the country’s position on the international stage.

“The diaspora is not just part of Algeria’s identity—it is a strategic partner in its future. President Tebboune has issued clear instructions to facilitate and accelerate their integration into our economic fabric, through incentive measures tailored to their potential,” said Mr. Rekhache.

He also applauded the numerous success stories of diaspora-led partnerships and noted that the most sustainable and effective joint ventures in Algeria today often involve members of the diaspora, citing their dual expertise, strong work ethic, and ability to bridge Algerian and foreign markets.

The meeting ended on a note of optimism and determination. The Agency pledged to continue opening channels of dialogue with Algerian investors abroad, while reinforcing its role as a proactive partner in turning diaspora vision into investment reality.
