Algerian Lower House Approves Sweeping Anti-Money Laundering and Counter-Terrorism Financing Law

Algiers, Algeria– Wednesday, July 16, 2025 | In a legislative stride aimed at fortifying national security and financial transparency, the People’s National Assembly (APN) on Wednesday adopted, without amendments, a new law on the prevention and fight against money laundering and the financing of terrorism. The vote took place during a plenary session chaired by APN Speaker Brahim Boughali, in the presence of Minister of Justice and Keeper of the Seals, Lotfi Boudjemaa, and Minister for Parliamentary Relations, Kaouter Krikou.

This highly anticipated bill constitutes a core element of Algeria’s broader legal and institutional response to the evolving threats of illicit financial flows and transnational terrorism. With its adoption, Algeria takes a firm stance on compliance with international commitments, notably those stemming from bilateral treaties, multilateral conventions, and the Financial Action Task Force (FATF) recommendations.

The new legislation introduces robust prohibitive measures targeting individuals and entities affiliated with terrorist activities. Among its most salient provisions are the freezing and seizure of assets belonging to designated terrorist actors and the outright prohibition of any financial transaction involving them.

Further, the law enhances the scope and authority of judicial police officers and national courts in detecting and prosecuting such crimes. It empowers the formation of specialized investigative units, particularly in complex financial investigations, thereby ensuring the effective dismantling of sophisticated money laundering networks and terror financing schemes.

Importantly, the bill includes a provision to harden penalties for specific offenses, marking a decisive step toward ensuring that sanctions reflect the gravity of the acts committed. This move is expected to deter perpetrators and strengthen the credibility of Algeria’s criminal justice system in the eyes of international partners and monitoring bodies.

On the global front, the law codifies Algeria’s commitment to international cooperation in combating financial crime. Competent national authorities are now legally bound to exchange information with their foreign counterparts, either spontaneously or upon request, within the framework of Algeria’s bilateral and multilateral obligations. This formalizes mechanisms for transnational collaboration, essential in tracking illicit financial transactions that often traverse multiple jurisdictions.

This legislative development also underscores Algeria’s determination to bolster institutional integrity and safeguard its financial system from infiltration by criminal or extremist elements. It marks a pivotal step in shielding the national economy from reputational risks while asserting Algeria’s sovereignty and credibility on the international legal stage.
