Algerian Red Crescent and Prison Administration Sign Agreement to Strengthen Social Reintegration and Humanitarian Cooperation

Algiers – October 2025 – In a step toward reinforcing the humanitarian and social dimension of Algeria’s penal policy, a cooperation agreement was signed this Sunday in Algiers between the Directorate General of Prison Administration and Reintegration and the Algerian Red Crescent (CRA). The accord aims to consolidate and expand joint efforts in supporting detainees, assisting former prisoners, and upholding human dignity within the framework of the national penal reform strategy.
The agreement was formalized by Mr. Saïd Zereb, Director General of Prison Administration and Reintegration, and Ms. Ibtissem Hamlaoui, President of the National Observatory of Civil Society and head of the Algerian Red Crescent. The ceremony marked a renewed institutional commitment to advancing Algeria’s humanitarian vision through a stronger partnership between state authorities and civil society actors.
In his address, Mr. Zereb underscored that the signing of this accord “enshrines the principle of joint work and concretizes the participation of civil society in supporting state efforts to ensure the rehabilitation and reintegration of detainees and the social accompaniment of their families.” He emphasized that such initiatives are rooted in the national penal policy and the law on the organization of penitentiary institutions and social reintegration, which designate this mission as a shared responsibility between the state and society.
The Director General described the agreement as a “guarantee of the sustainability of a constructive partnership” between the prison administration and the Algerian Red Crescent, reaffirming the values of solidarity and mutual assistance that have long defined Algerian social cohesion. The initiative, he noted, aims not only to improve living conditions for detainees but also to create favorable conditions for their reintegration into society as active, law-abiding citizens contributing to national development and collective well-being.
Among the key objectives outlined in the accord are the promotion of bilateral cooperation and coordination at both central and local levels, ensuring more effective assistance for vulnerable groups—including ex-detainees in precarious situations, elderly persons, women, minors, individuals with disabilities, and foreign inmates. The agreement also reflects a broader ambition to diversify rehabilitation activities and programs designed to prevent recidivism while safeguarding human dignity and fundamental rights within Algerian correctional facilities.
Highlighting the tangible outcomes of previous collaboration, Mr. Zereb cited a “qualitative and quantitative leap” in joint humanitarian actions, including the organization of 29 multidisciplinary medical caravans that provided specialized examinations for 1,350 detainees, the delivery of 2,869 pharmaceutical units and 88 medical equipment lots to prison infirmaries, and the implementation of 56 first-aid training sessions benefiting 1,470 detainees. He also mentioned the distribution of 4,000 school bags and 5,905 food parcels by the Algerian Red Crescent to families of inmates, alongside various material donations to penitentiary institutions.
For her part, Ms. Ibtissem Hamlaoui reaffirmed the CRA’s unwavering commitment to supporting the state’s efforts in the humane management and reintegration of detainees, stressing that this assistance extends beyond incarceration to facilitate their successful return to society. She announced the organization’s intent to increase the number of medical caravans targeting prison populations and revealed ongoing efforts to enhance the hospital unit dedicated to inmates at Mustapha-Pacha Hospital, in partnership with several national economic enterprises.
Ms. Hamlaoui further commended the International Committee of the Red Cross (ICRC) for its recognition of Algeria’s achievements in the treatment and rehabilitation of detainees, based on the organization’s periodic inspection visits to Algerian correctional institutions.
