Algeria’s Civil Society Observatory Transforms Back-to-School Season into a National Pact for Inclusion and Social Cohesion

Algiers – September 2025 – As Algeria ushers in the new academic year 2024–2025, the National Observatory of Civil Society (ONSC), under the leadership of Ibtissem Hamlaoui, has emerged as a driving force in turning the back-to-school season into a collective affirmation of civic solidarity and social equity. Far from being a mere consultative body, the ONSC has placed itself at the heart of the nation’s educational ecosystem, championing the values of inclusion, equality, and community mobilization.
The institution, committed to defending education as a fundamental right, has launched initiatives that transcend logistical support and aim to embed civic responsibility within the very fabric of Algeria’s school system. By convening regional forums, consulting civil society representatives, and establishing a digital platform for training and support, the ONSC has promoted participatory democracy in education—ensuring that the voices of parents, associations, and local activists are not only heard but shape the future of Algerian schooling.
At the onset of this academic year, the ONSC’s work has been particularly visible in its efforts to address the challenges faced by children with disabilities and special needs. Hamlaoui emphasized that guaranteeing inclusive education is not a matter of charity but a constitutional and moral duty. “No child should be left behind,” she declared, stressing the need for a precise mapping of obstacles to access and for actionable recommendations directed to public authorities. In doing so, the Observatory positions itself as a watchdog of equity, making certain that the school gates open equally for all Algerian children.
This commitment has been reinforced by a nationwide solidarity campaign led by civil society actors. Teams of ONSC volunteers have been dispatched across several wilayas to assist in the provision of textbooks for disadvantaged families. Partnerships with leading humanitarian associations, such as Kafil El Yatim—preparing to distribute full school kits including notebooks, uniforms, and backpacks—and the Algerian Red Crescent, which has extended its reach to rural and peri-urban communities with mobile support stations, have amplified the movement. These mobile units not only distribute educational materials but also provide free medical consultations, warm meals, and psychosocial support for vulnerable children.
In essence, the ONSC has elevated the rentrée scolaire into more than a logistical event; it has transformed it into a moment of national solidarity, where civil society, local associations, and state authorities converge to guarantee equal opportunities for all. The result is a profound redefinition of the back-to-school season: not merely the resumption of classes, but a national pact for dignity, inclusion, and social cohesion.
