Algiers, Algeria | July 21st, 2024 — Abdelrahmane Khidi, Director General of National Property, has emphasized Algeria’s resolute approach to combating encroachments on state-owned lands. In an exclusive interview with Dzair Tube, Khidi detailed the government’s strategic use of digital technology and stringent legal measures to safeguard national assets.
Digital Advancements in Property Management
Khidi underscored the pivotal role of digital technology in modernizing property management practices. He noted that recent advancements in this area are critical in curbing theft and misuse of state lands. “It’s important to note that encroachments on state lands have become increasingly prevalent,” Khidi remarked, highlighting the need for robust digital tools to enhance monitoring and enforcement.
Comprehensive Legal Framework
The Director General revealed that the Ministry of Justice has enacted Law No. 23-18, a comprehensive legal measure designed to protect state property. This legislation is central to the government’s strategy for addressing property violations. “Following the implementation of this law, we have issued strict instructions to external services, including field inspections to identify encroachments,” Khidi explained.
Upon discovering violations, the protocol involves immediate reporting to the relevant authorities. These reports trigger judicial procedures to address what has escalated from minor infractions to criminal offenses. “Once we receive information or detect violations, we promptly notify the appropriate judicial authority to take action,” Khidi added.
Collective Responsibility for Asset Protection
Khidi emphasized that the protection of state property is a collective responsibility. It extends beyond state property officers to include anyone managing public or private state assets. “The responsibility for safeguarding state property is shared among all involved in managing these assets, including personnel in specific ministerial sectors,” he stated.
Enhanced Monitoring and Prevention Strategies
The integration of advanced digital tools has revolutionized property management, enabling more effective monitoring and prevention of illegal activities. This technological approach complements the legal framework, providing a robust defense against encroachments.
Khidi’s statements highlight the Algerian government’s commitment to fortifying the protection of state property through a combination of legal and technological measures. As Algeria tackles the challenges of land encroachment, the synergy of digital monitoring and comprehensive legal protections aims to uphold the integrity of state assets and deter future violations.
