Algeria’s FM Attaf Calls for Unified African Voice at UN Security Council

Algiers – December  2025 – Algeria hosted on Monday the 12th Annual High-Level Seminar on Peace and Security in Africa—popularly known as the “Oran Process”—which opened in Algiers under the banner of reinforcing Africa’s collective voice within the United Nations Security Council. In his opening remarks, Minister of State, Minister of Foreign Affairs, the National Community Abroad, and African Affairs, Ahmed Attaf, called on the continent to speak “with a single, unified voice” on major international issues.

Attaf underlined that Algeria welcomes this latest edition “with the determination to consolidate a process that has become a continental milestone,” noting that President Abdelmadjid Tebboune “closely follows and fully supports” this African diplomatic initiative. Addressing representatives of the African Union (AU), the United Nations (UN), and member states, Attaf highlighted the progress achieved by the “Oran Process” in articulating shared priorities across the continent.

He insisted that the three African states currently sitting on the UN Security Council are now perceived as “a unique, coherent, and credible bloc,” referring to the A3+ group tasked with defending common African positions in New York. According to Attaf, Africa has reached “an unprecedented level of coordination,” mandating its representatives to advocate “with a global, unified voice.” These achievements, he emphasized, would not have been possible “without the commitment of all African states and their adherence to the strategic vision championed by the Oran Process.”

Attaf also recalled Algeria’s particular role as host country, member of the AU Peace and Security Council, and outgoing non-permanent member of the UN Security Council. “Together with our African partners, we strove to build a bloc within the Security Council that articulates African positions, not merely national ones,” he stated, asserting that this mandate strengthened the alignment between A3+ initiatives and AU decisions.

He congratulated the countries set to assume seats on the Council in the upcoming cycle, assuring them that Algeria would share its accumulated experience to “continue elevating Africa’s voice” in what he described as “a profoundly troubled and extremely delicate international context.” For Attaf, global instability weighs heavily on the continent’s security landscape.

He warned that the current international environment is marked by “polarization, fragmentation, and conflicts that undermine international law, multilateralism, and even the United Nations itself.” Within this climate, Attaf noted a visible decline in global attention to African crises: the protracted war in Sudan, the stalled political process in Libya, the unresolved question of Western Sahara, as well as deteriorating situations in the Sahel, the Great Lakes, and the Horn of Africa.

These conditions, he argued, show that “Africa can no longer afford to wait for solutions from outside.” He urged collective introspection, contending that the continent must examine its own responsibilities. The decline of African diplomatic engagement, the scarcity of mediation initiatives led by the AU and member states, and growing external interference, he said, have marginalized Africa’s priorities within multilateral forums.

“Africa now needs African solutions to African problems more than ever,” Attaf asserted, advocating for a diplomacy that is present on the ground, rooted in dialogue among all actors, and animated by mediation efforts initiated from within the continent. Echoing Kwame Nkrumah, he affirmed that Africa’s strength lies “in the intrinsic forces that unite us.”

According to Attaf, the Oran Process must serve precisely as a catalyst for this ambition. The Algiers edition, he said, offers an opportunity to “renew commitment to intensify efforts to craft African solutions, advocate with a unified voice for the continent’s priorities at the Security Council, and combat its marginalization in global decision-making centers.” The seminar, held behind closed doors, is structured around a series of interlinked sessions.

The program includes the presentation of a manual aimed at enhancing coordination between the AU Peace and Security Council and African members of the Security Council, followed by a session on the state of peace and security in Africa, featuring foreign ministers, AU officials, and senior UN representatives. A second session focuses on joint AU–UN action against terrorism and violent extremism.

On Tuesday, discussions shift to the functioning and future prospects of the A3+ group, with an evaluation of its activities and insights from a permanent representative to the UN on how African positions are promoted at the Council. Another session examines pathways to strengthen coherence between the AU Security Council and A3+, with the objective of presenting a “stronger voice” in debates on Security Council reform and African agenda items.

The seminar will conclude with key findings and high-level interventions, reaffirming the central message expressed by Attaf: to transform the Oran Process into a sustainable instrument of diplomatic convergence, capable of safeguarding peace and security across the African continent.
