Algiers – November 2025 – In a session chaired on Monday by Prime Minister Sifi Ghrieb, the Algerian Government convened to examine a series of pivotal dossiers central to the country’s digital transformation agenda, regulatory modernization, and the advancement of major national infrastructure projects.
At the forefront of discussions was a draft executive decree establishing the conditions and procedures for the homologation of electronic communications equipment. This regulatory text falls within the implementation framework of Law No. 18-04 of 10 May 2018, which sets the governing principles for postal services and both wired and wireless communications. The proposed decree aims to standardize the verification of compliance of electronic communications devices with prevailing technical norms and specifications, with a focus on user safety and public health, network protection, and system interoperability. By codifying these requirements, the government seeks to reinforce a secure, resilient, and harmonized communications ecosystem capable of supporting the country’s ongoing digital transition.
The meeting also marked the initiation of discussions on a presidential decree establishing the National Data Governance System, a cornerstone in the execution of the President of the Republic’s strategic directives regarding digital transformation. This framework specifically targets the interconnection of public institutions and administrations and the creation of a unified national digital database. Designed as a comprehensive and operational legal architecture, the text enshrines the State’s sovereignty over data of national interest and guarantees structured, secure, and transparent management of public data. Its adoption is expected to significantly enhance institutional coordination, digital interoperability, and the security of information flows.
In keeping with the government’s continuous monitoring of large-scale, structurally decisive investment projects, the session included an in-depth presentation on the progress of major mining railway programs in both the western and eastern regions of the country. The report highlighted the advancement of the 575-kilometer Bechar–Tindouf line, a critical component of the Gara Djebilet iron ore megaproject, as well as the 422-kilometer Annaba–Djebel Onk–Tébessa line, integral to the national integrated phosphate project. These two strategic corridors are set to strengthen logistics capabilities, stimulate regional development, and consolidate Algeria’s ambition to become a key actor in the global minerals and raw materials value chain.
