Algeria’s Parliament Takes Historic Stand: Criminalization of French Colonialism – A Sovereign Message of Memory and Justice
Algiers – December 2025 – In a session charged with solemnity and historic significance, Algeria’s lower house of parliament convened to deliberate on a landmark legislative initiative: the criminalization of French colonialism. Presided over by Brahim Boughali, Speaker of the People’s National Assembly (APN), the plenary session saw unanimous support from all parliamentary groups, signaling a rare and unified national stance on an issue deeply embedded in Algeria’s collective memory. Government officials and representatives of the revolutionary generation were present, underscoring the symbolic weight of the event.
Boughali emphasized that the initiative transcends partisan politics, asserting that it represents “a clear political message, expressing Algeria’s unwavering commitment to its rights, the sacrifices of its people, and the heritage of its martyrs.” He highlighted that the criminalization of colonialism is not merely legislative but a profound moral and historical act, reaffirming the nation’s fidelity to its memory and consciousness of its past.
The proposed law meticulously enumerates the crimes committed under French colonial rule, holding the French state accountable for its historical actions. It establishes mechanisms for official acknowledgment, formal apologies, and imposes legal penalties on anyone glorifying or promoting colonialism. Boughali stressed that the legislation is not driven by vengeance or resentment, but by a universally recognized principle: crimes against humanity are imprescriptible and cannot be justified or silenced.
Detailing the scope of colonial crimes, Boughali recounted the systematic dispossession and spoliation of land, forced deportations, and the confinement of Algerians in coercive camps. He condemned the mass killings, executions, and inhumane treatment that marked the colonial period, highlighting that these atrocities remain indelibly etched in the national consciousness. He particularly recalled the catastrophic nuclear tests conducted by France in the Algerian desert, describing them as “complete crimes, imprescriptible, and impossible to forget” due to their enduring health and environmental impacts.
The 27-article proposal asserts, unequivocally, that French colonialism constitutes a state crime and codifies the corresponding moral and legal responsibilities of France. Beyond recognition and apologies, it mandates reparations—both material and moral—while establishing sanctions for the promotion of colonial ideology. Boughali characterized this legislative effort as “a defense of truth, a moral imperative, and a sovereign act” designed to anchor Algeria’s present and future firmly in historical awareness.
Throughout the debate, the APN demonstrated remarkable political maturity, maintaining focus on the historical and national significance of the initiative. Boughali noted that parliamentary discussions revealed deep understanding of the sensitivity of national memory, highlighting the colonial question as central to Algeria’s sovereignty, identity, and justice.
He concluded by affirming that the law embodies Algeria’s commitment to strengthening national sovereignty, asserting political independence, and cementing historical reference as a foundation for present and future governance. The session culminated in a powerful display of national unity as the assembly rose to salute the Algerian national anthem amid sustained applause and traditional celebratory ululations, a testament to the enduring spirit of Algeria’s memory and resistance.
