Algeria’s Presidential Elections: ANIE Reinforces Legal Guidelines for Campaign Financing, Conduct

Algiers, Algeria | August 2nd, 2024 — As Algeria prepares for its upcoming presidential election on September 7, 2024, the National Independent Authority for Elections (ANIE) has issued a comprehensive communiqué outlining the legal and financial regulations candidates must follow. This move underscores ANIE’s commitment to transparency and accountability in the electoral process.

Key Points on Campaign Finance and Obligations:

Designated Financial Secretary: Each candidate must appoint a financial secretary tasked with overseeing and controlling campaign finances. This role includes managing a dedicated campaign bank account, which must be used exclusively for all financial transactions related to the campaign.

Account Management: Candidates are required to open a single bank account for their campaign funds and expenditures. This account will be monitored by the Commission for Campaign Finance Control, ensuring the legality and integrity of all transactions.

Funding Sources: Campaign funds may come only from political party contributions, personal contributions from the candidate, and donations from individual citizens. Donations are capped at 600,000 DZD per person and must be made via cheque, bank transfer, automatic debit, or credit card for amounts exceeding 1,000 DZD. Foreign donations, whether direct or indirect, are strictly prohibited.

Transparency and Reporting: The financial secretary must provide detailed information about the campaign account to the Commission for Campaign Finance Control. An appointed auditor will review the account for accuracy and completeness within two months of the final results announcement.

Campaign Expenditure Limits: Spending is capped at 120 million DZD for the first round of voting, increasing to 140 million DZD for a potential second round. Expenditures exceeding these limits will incur a mandatory payment to the national treasury, as determined by the Commission.

Reimbursement Procedures: Reimbursements for campaign expenses will be processed only after the Constitutional Court declares the final election results and approves the campaign accounts.

ANIE’s measures aim to ensure fair play and prevent financial misconduct during the election campaign. By establishing these clear boundaries and oversight mechanisms, ANIE seeks to uphold the integrity of the presidential election process and foster public trust in its outcomes.
