Algeria’s University of Health Sciences Seals Academic Partnership with Johns Hopkins University
Algiers – December 2025 – Algeria’s University of Health Sciences “Moudjahid Dr. Youcef Khatib” has taken a decisive step in strengthening its international academic standing by signing a cooperation agreement with the prestigious American Johns Hopkins University, marking a significant milestone in the fields of scientific research and the exchange of expertise.
The memorandum of understanding was signed in Algiers by Professor Merzak Gharnaout, Rector of the University of Health Sciences, and Mr. Todd Shepard, authorized representative of Johns Hopkins University. The agreement establishes a structured framework for collaboration in advanced research, academic development, and knowledge transfer between the two institutions.
Professor Gharnaout described the signing as far more than a formal administrative act, characterizing it as “an exceptional scientific event” with far-reaching implications. He stressed that the partnership reflects a shared ambition to raise the standards of academic and medical training for students and faculty members alike, promote joint research projects of high scientific value, and facilitate the circulation of expertise and innovation. Central to this vision, he underlined, is investment in human capital, which he identified as the indispensable driver of sustainable development and scientific excellence.
For his part, Mr. Todd Shepard highlighted the historic nature of the agreement, noting that it represents the first partnership of its kind between Johns Hopkins University and an Algerian higher education institution. He expressed the university’s strong interest in seeing this cooperation expand in the future to include other Algerian universities and a broader range of disciplines, including the humanities, social sciences, and exact sciences.
