Alliance Assurances Launches Major Securities Operation, Signalling a Pivotal Year for the Algiers Stock Exchange in 2024

Algiers – December 2025 – In a development described by financial stakeholders as a milestone for Algeria’s capital markets, Alliance Assurances officially launched a Securities Operation (Opération sur Titre – OST) on Tuesday, in partnership with the Algiers Stock Exchange, the Local Development Bank (BDL), and Société Générale Algérie (SGA). The operation stems from the company’s capital increase announced publicly on June 5, 2025, following an Extraordinary General Assembly. This financial operation resulted in the integration of 1,764,571,420 DZD, raising the company’s capital to 5,293,713,880 DZD, with the ambition of reaching 12 billion DZD by 2028–2029, according to Alliance Assurances’ CEO, Hassen Khelifati.
The launch event, held at the headquarters of the Algiers Stock Exchange, was marked by a strong institutional presence. The Director General of the Stock Exchange, Amel Selmoun, praised the capital increase, framing it as “a positive indicator for the Algiers Stock Exchange” and “a renewed impulse for the financial market.” She stressed that this constitutes only the second operation of its kind in the institution’s history, noting that Alliance Assurances, which entered the financial market in 2011, was the first private company to be listed in Algeria.
Selmoun pointed out that 2024 has been distinguished by numerous major financial operations, in particular high-profile listings. These include the public offering of Crédit Populaire d’Algérie (CPA) earlier in the year, followed by the upcoming capital increase of the Local Development Bank (BDL). In addition, the listing of the emerging startup Moustachir represents a groundbreaking moment for the local investment ecosystem, accompanied by the introduction of new financial products that reflect a rapidly transforming stock market environment.
In quantitative terms, she underscored the impressive growth in market performance: stock market capitalization surged from 72 billion DZD to more than 742 billion DZD, while transaction volume jumped from 1.66 million traded securities at the end of 2024 to 6.9 million in 2025—an increase of 300 to 315 percent. Meanwhile, the total value of exchanged securities rose from 2.75 billion DZD to 12.58 billion DZD over the same period, translating to an exceptional 357 percent progression. For Selmoun, these figures not only attest to the “dynamism and regained vitality of the capital market,” but also illustrate the growing importance attributed by public authorities to the stock exchange as a mechanism for mobilizing national savings and channeling them towards productive investment.
For his part, Khelifati stated that the capital increase led to the issuance of 4,643,609 new shares, allocated free of charge to shareholders. He emphasized the operation’s role in reinforcing transparency and strengthening corporate governance, while recalling the pioneering history of Alliance Assurances as the first private company listed at the Algiers Stock Exchange in 2010. The OST, he added, will remain open for two months from the date of launch, with a specific notice to shareholders holding an odd number of shares to contact their intermediaries to “regularize their situation through sale or completion of fractions.”
The operation mobilizes a large network of authorized intermediaries—among them BNA, BEA, BADR, CPA, CNEP, BDL, SGA, Tell Markets, El Salam Bank, Invest Market SPA, and Al Baraka Bank—reflecting a broad-based institutional engagement with the strategy.
Addressing the company’s long-term investment vision, Khelifati announced the construction of a new headquarters scheduled for completion between late 2026 and early 2027 in Bab Ezzouar. The facility, spanning approximately 20,000 square meters and exceeding an investment of 4 billion DZD, will make Alliance Assurances “the first private insurance company in Algeria to own a headquarters meeting international standards.”
The event gathered senior officials from the Ministry of Finance, representatives of the oversight commission, general managers of major banks and financial institutions, stock market intermediaries, and executives from listed companies—constituting a meeting point for Algeria’s financial leadership at a moment of accelerating modernization.
