Algiers – November 2025 – In a meeting that underscores Algeria’s growing assertiveness in shaping a modern, diversified, and resilient economic model, Minister of State, Minister of Hydrocarbons and Mines Mohamed Arkab received on Thursday a delegation from the International Monetary Fund (IMF), led by the Fund’s mission chief for Algeria, Charalambos Tsangarides. The visit forms part of the IMF’s annual Article IV consultations, during which macroeconomic policies, structural reforms, and sectoral strategies are thoroughly evaluated.

Held at the ministry’s headquarters in the presence of senior officials and a representative of the Bank of Algeria, the meeting provided Arkab with an opportunity to outline the government’s comprehensive development programme for the hydrocarbons and mining sectors. He detailed recent regulatory reforms designed to modernize Algeria’s energy governance, all of which align with the economic roadmap championed by President Abdelmadjid Tebboune and embedded in the government’s action plan.

Arkab emphasized the pivotal role of the hydrocarbons and mining sectors in driving national economic diversification, stimulating growth, and securing the domestic market’s needs in petroleum and gas products. He highlighted Algeria’s strategic choice to strengthen energy security while contributing to the stability of global energy markets. The sector’s development, he stressed, is anchored in a short-, medium-, and long-term vision that seeks to enhance the added value of national resources, optimize production efficiency, and expand downstream transformation industries.

A central point of Arkab’s presentation focused on Algeria’s accelerated transition toward clean energy. This includes substantial efforts to reduce flared gas and methane emissions, advance carbon-capture projects, and embed circular-economy principles into industrial processes. He also outlined key ongoing and upcoming projects such as the Amizour zinc-lead initiative, the Gara Djebilet iron ore development, and the integrated phosphate project—ventures poised to consolidate Algeria’s position as a leading regional producer and exporter of nitrogen and phosphate fertilizers.

Arkab provided a detailed update on Algeria’s national water strategy, announcing a desalination programme composed of 19 seawater plants with a combined capacity of 3.8 million m³ per day. He revealed the launch of a new programme to build six additional SDEM stations, adding a further 1.8 million m³ per day, with the objective of covering 60% of national water demand by 2030.

The meeting also addressed prospects for strengthening technical cooperation with international partners and expanding Algeria’s clean-energy potential. Arkab reiterated Algeria’s capacity to emerge as a reliable supplier of low-carbon energy, particularly through its ambitious green hydrogen projects.

For his part, IMF mission chief Charalambos Tsangarides welcomed the minister’s comprehensive presentation, reaffirming the Fund’s interest in closely monitoring Algeria’s reform trajectory. He expressed the IMF’s readiness to support initiatives aimed at reinforcing economic stability and accelerating structural transformation.

The meeting concluded on a positive note, reflecting Algeria’s determination to position its energy and mining sectors as pillars of sustainable growth, economic diversification, and long-term national resilience.
