Arkab Sets the New Strategic Priorities for Algeria’s Energy and Mining Sectors

Algiers – November 2025 – In an address delivered during his first meeting with senior executives of the energy and renewable energy sectors this Saturday in Algiers, State Minister and Minister of Hydrocarbons and Mines, Mohamed Arkab, laid out a set of strategic priorities intended to steer Algeria’s energy and mining sectors through an era defined by geopolitical turbulence and rapidly evolving technological demands.
Arkab underscored that both sectors have achieved “significant progress” in recent years, despite complex global challenges. Speaking alongside the Minister of Energy and Renewable Energies and the Secretary of State in charge of Mines, he stressed that the restructuring of hydrocarbons and mining had become an imperative dictated by the interconnected pressures of geopolitics, technology, finance, and global commerce.
At the heart of Arkab’s message was the necessity for high-level expertise, continuous monitoring, and strong adaptive capacities capable of responding to the shifting dynamics of global oil and gas markets. He emphasized that Algeria’s ambition is not limited to extraction alone, but extends to deepening local value creation through refining, petrochemicals, mineral processing, and advanced logistics services—pillars he considers vital for the nation’s long-term energy sovereignty.
Turning to the mining sector, Arkab highlighted what he described as a “qualitative revival,” noting that this strategic domain requires specialized governance to structure mining specializations, attract high-caliber investment, ensure sustainable exploitation of Algeria’s vast mineral wealth, and strengthen the country’s integration into global supply chains for strategic raw materials.
Mirroring similar statements made earlier by the Minister of Energy and Renewable Energies, Arkab reaffirmed the overarching mission of his expanded department: the ministerial structures will shoulder the responsibility of implementing national development programs, securing coordination among public institutions and private partners, and optimizing the exploitation of national resources. These efforts, he stressed, aim to increase the economic added value of both sectors and to sustain an integrated model of development.
Arkab seized the occasion to detail the “considerable results” achieved by the energy sector in exploration, production, and transformation—achievements he attributed to the strategic vision of President Abdelmadjid Tebboune, who has made energy security and national sovereignty over natural resources central pillars of his policy. This trajectory, Arkab added, will continue with a renewed push to encourage investment, localize technology, expand domestic manufacturing of petroleum equipment, and reinforce effective partnerships with national and foreign institutions.
Modernization also figures prominently in Arkab’s roadmap, with digitization described as an essential lever for administrative reform and improved governance across central and local structures.
In the mining sphere, the ministry is working to establish a new vision based on rational and sustainable exploitation of mineral resources. This includes strengthening geological surveys, encouraging investment, and developing national value chains. Arkab reminded stakeholders of the incentives embedded in the new mining law, ranging from streamlined administrative procedures to balanced partnerships that facilitate technology transfer.
Beyond hydrocarbons and mining, Arkab placed a special emphasis on seawater desalination, calling it a “priority dossier” due to its strategic role in safeguarding national water security and supporting industrial and agricultural development. The ministry is advancing efforts to localize the production of desalination equipment and reinforce national expertise in the field through cooperation with specialized national and international institutions.
