Army Chief Saïd Chanegriha Addresses Emerging Geopolitical Realities at Higher School of War

In a context marked by profound transformations in the international system, General of the Army Saïd Chanegriha presided over the 19th session of the Orientation Council of the Higher School of War, reaffirming the centrality of strategic foresight, institutional adaptability, and national cohesion in navigating an increasingly complex global order.
Held in accordance with the presidential decree of September 26, 2005, establishing the institution, the session unfolded as a moment of both reflection and projection. The proceedings commenced with a solemn tribute to the late President Ali Kafi, whose legacy remains symbolically embedded in the institution that bears his name.
At the heart of General Chanegriha’s address lay a lucid assessment of the shifting geopolitical landscape. He emphasized that the ongoing reconfiguration of global power balances is ushering in a new international order, one that imposes complex strategic choices on countries of the Global South. In such an environment, he noted, the standing of nations is no longer anchored in historical prestige, but in their capacity to continuously strengthen their geostrategic and systemic capabilities.
This vision places resilience at the core of statecraft. The General highlighted the necessity of reinforcing both popular and economic resilience, alongside the modernization of defense systems and the advancement of scientific and technological capabilities. Strategic anticipation, flexibility in decision-making, and the efficient mobilization of national resources were presented as essential levers for ensuring an active and credible presence in an unstable and rapidly evolving world.
Within this framework, the People’s National Army continues its process of comprehensive adaptation. General Chanegriha outlined ongoing efforts to enhance the technological capabilities of weapons systems, strengthen human resource training, and secure national supply chains. He also pointed to the importance of developing a domestic defense industry, reflecting a broader ambition to consolidate strategic autonomy.
Beyond the strictly military dimension, the address extended to the informational and societal spheres. The General underscored the role of the People’s National Army in contributing to the construction of a resilient societal consciousness, capable of confronting disinformation and cognitive manipulation. This effort, he indicated, is carried out in coordination with the national media landscape, with the aim of countering hostile propaganda and fostering a unifying national narrative aligned with the country’s vital interests.
The session also featured a comprehensive presentation by the Director of the Higher School of War, detailing the achievements realized since the previous session and outlining the objectives set for the 2026–2027 training cycle. Contributions from members of the Orientation Council further enriched the deliberations, reflecting a collective engagement with the strategic priorities of the institution.
