Attaf Reaffirms Algeria’s Diplomatic Doctrine Rooted in Sovereignty, Justice, and Multilateralism

Algiers – October 2025 – In a solemn and symbolically charged address delivered on the occasion of National Diplomacy Day, held Wednesday at the headquarters of the Ministry of Foreign Affairs in Algiers, Minister of State, Minister of Foreign Affairs, National Community Abroad, and African Affairs, Ahmed Attaf, eloquently revisited the core tenets that define Algeria’s diplomatic doctrine — sovereignty, principled neutrality, and the defense of just causes.
The ceremony, attended by members of the diplomatic corps accredited to Algeria, senior officials, and eminent figures of the Algerian state, took place against a backdrop of reflection and renewal. It coincided with the commemoration of the 80th anniversary of the founding of the United Nations and the 63rd anniversary of Algeria’s membership in the international organization — milestones that, as Attaf emphasized, embody Algeria’s enduring global engagement.
From the outset of his address, Attaf conveyed President Abdelmadjid Tebboune’s greetings and congratulations, reaffirming that “the fundamental orientations of Algeria’s foreign policy are clearly and firmly defined by the Head of State,” whose vision rests on a profound conviction: that the international order must be rebuilt upon the founding principles of the United Nations Charter — justice, sovereign equality among states, the rejection of aggression, the right of peoples to self-determination, and the peaceful settlement of disputes.
“President Tebboune,” Attaf stressed, “is deeply persuaded that the only path out of the current global disorientation lies in restoring the central role of the United Nations.” This humanist and multilateralist vision, he continued, “reflects a responsible conception of Algeria’s role in world affairs,” positioning the President as the principal architect of a foreign policy guided by moral integrity, historical legitimacy, and the pursuit of a just and equitable global order.
Restoring Multilateralism as a Shield Against Global Disorder
Recalling the depth of Algeria’s historical relationship with the United Nations, Attaf evoked the landmark moment of 1955 when Algeria’s liberation struggle was inscribed on the General Assembly’s agenda as the first decolonization case — a development made possible through the solidarity of thirteen brotherly and friendly nations. That effort, he noted, paved the way for the adoption of Resolution 1514 in 1960, affirming the right of all peoples to self-determination — a principle that has since become a cornerstone of international law.
However, the minister lamented the current erosion of the UN’s role, the marginalization of international law, and the resurgence of unilateralism. He called for “the urgent restoration of multilateralism as the only legitimate and effective framework to confront the pressing global challenges of our time.”
On international matters, Attaf reaffirmed Algeria’s unwavering support for just causes, foremost among them the Palestinian struggle, insisting on the indispensability of a two-state solution. Concerning Western Sahara, he reiterated Algeria’s steadfast backing of UN efforts to achieve a political settlement grounded in the Sahrawi people’s right to self-determination, firmly rejecting any imposed or unlawful resolutions.
Speaking as the representative of a non-permanent member of the UN Security Council, Attaf emphasized that “Algeria’s positions are not dictated by interests or alignments but by principles — those of justice, law, and solidarity.”
Algeria’s Continental Leadership and Diplomatic Legacy
On the African stage, Attaf highlighted Algeria’s recent election to preside over the African Union Commission and its seat on the AU Peace and Security Council — clear testaments to Algeria’s credibility and leadership within the continent. He also recalled the successful organization of the fourth Intra-African Trade Fair, which reflected Algeria’s unwavering commitment to integration, cooperation, and sustainable development across Africa.
In a moment of solemn tribute, Attaf paid homage to the late Taleb Ibrahimi, a towering figure of Algerian diplomacy, describing his legacy as “an enduring source of inspiration for generations of diplomats who have carried the torch of November’s revolutionary ideals onto the international stage.”
Reaffirming the three immutable pillars of Algeria’s diplomatic philosophy, Attaf concluded: “Fidelity to the legacy of the November Revolution and the right of peoples to self-determination, an unshakeable attachment to multilateralism and the UN Charter, and a steadfast commitment to peace, justice, and international solidarity.”
Convergence of Values Between Algeria and the United Nations
Speaking at the ceremony, UN Resident Coordinator in Algeria, Safina Claudia Ammassari, praised Algeria’s diplomacy as one “of peace and solidarity,” hailing its historical role in the fight against apartheid, its unwavering support for liberation movements, and its enduring advocacy for multilateral cooperation.
She underscored “the profound convergence of values between the United Nations and Algeria,” both driven by the shared ambition to build a world founded on peace, justice, and solidarity. On the humanitarian front, Ammassari commended Algeria’s vital support for Sahrawi refugees and its exemplary humanitarian policy.
In a video message, UN Secretary-General António Guterres paid tribute to Algeria’s principled diplomacy and called upon all nations to “unite their efforts to fulfill the United Nations’ noble duties and work collectively toward the peaceful resolution of global conflicts.”
Through this commemoration, Algeria once again reaffirmed its moral leadership and its historic role as a nation that stands not merely within the international community — but for it, guided by principles that have defined its diplomacy since the dawn of independence.
