Bank of Algeria Reaffirms: Foreign Currency Allocation is Strictly Personal, Violators Face Criminal Prosecution

Algiers, Algeria |  In a strongly worded communiqué issued on Thursday, the Bank of Algeria reiterated with unequivocal firmness that the foreign currency travel allowance granted to citizens for trips abroad is strictly personal in nature and may not, under any circumstance, be ceded, transferred, or used by any third party. This reminder, grounded in the country’s exchange control regulations, carries the full weight of legal enforcement, with explicit warning that violators will be subject to criminal prosecution under the laws in force.

The central bank’s statement comes in direct response to a recent surge of social media content promoting organised travel packages abroad, some of which, according to the Bank, blatantly infringe upon foreign exchange regulations and violate national legislation on the prevention of money laundering.

Citing Instruction No. 05-2025 on the right to foreign currency for travel abroad — particularly Article 10 — the Bank of Algeria stressed that any scheme or manoeuvre aimed at diverting the intended purpose of this allocation constitutes a serious offence. Such acts, it warned, not only undermine the integrity of the financial system but also expose perpetrators to rigorous judicial action.

The Bank underscored that this allowance exists solely to fund the beneficiary’s personal stay abroad and for no other purpose. It explicitly prohibits, in all forms and under any pretext, the transfer of the allocated funds to another person. This prohibition applies irrespective of whether the transfer is conducted in cash, through intermediaries, or by any other means that might circumvent the regulation.

In its closing remarks, the Bank of Algeria urged citizens to uphold the integrity of this entitlement, reminding them that compliance is not merely an administrative obligation but a legal duty. The statement leaves no ambiguity: any attempt to exploit or manipulate the foreign currency allowance will be met with the full force of the law.
