These quiet manoeuvres cannot be separated from the reality that has defined the dispute since 1975, when Morocco asserted control over Western Sahara by force, a move that international bodies continue to treat as a decolonisation issue involving a non-self-governing territory. Despite the clarity of this legal basis, Rabat continues to promote a unilateral autonomy plan under Moroccan sovereigntyโ€”an approach that diverges sharply from the referendum principle endorsed by the United Nations itself.

Concerns deepen as Washingtonโ€™s role appears increasingly tilted. Since the 2020 decision by the administration of Donald Trump to recognise Moroccan sovereignty over the territoryโ€”a step that remained outside the broader international consensusโ€”the United States has struggled to present itself as a neutral broker. That recognition cast a long shadow over subsequent diplomatic initiatives, shifting Washington from potential mediator to a party with visible strategic interests.
