Bengrina Calls for National Cohesion and a Wartime Economy to Navigate Algeria’s Strategic Challenges

In a context defined by accelerated international transformations and mounting imbalances in the global legal order, Abdelkader Bengrina, President of the El Binaa al Watani Movement, emphasized the critical need to strengthen national cohesion and societal harmony as a strategic imperative for safeguarding the Algerian state. Speaking at a high-level gathering convened by the movement, attended by senior party officials, media representatives, and strategic affairs experts, Bengrina highlighted the urgency of developing sophisticated analytical and foresight mechanisms to confront recent regional and global developments.
He underscored that the contemporary international landscape, characterized by conflicts and systemic turbulence, reflects a profound evolution in the nature of global relations. Military interventions conducted outside established legal frameworks, as observed in several countries over past decades, illustrate that major powers no longer consistently abide by international law, compelling nations to fortify internal resilience and safeguard their domestic front.
Bengrina further articulated the political elite’s responsibility to foster a collective national consciousness. Through inclusive public discourse and engagement with diverse actors, the state can bridge gaps between citizens and institutions, reinforcing societal trust and cohesion. Central to this vision is the concept of national cohesion, which Bengrina defined as rooted in mutual confidence between governing authorities and the populace, supported by transparency and the unhindered flow of accurate information. He warned of the dangers posed by informational vacuums, which may otherwise be exploited by rumors or disinformation campaigns.
Achieving societal harmony also requires equitable development across Algeria’s regions, ensuring that all citizens perceive fairness in the allocation of rights and obligations. Bengrina called for the establishment of a national consensus among political actors—both in government and opposition—centered on the protection of state institutions and national constants, while confining political competition to developmental agendas and economic policies. Sovereign matters, including security, defense, and foreign policy, must remain subject to unified national oversight to preserve state stability and integrity.
Bengrina cautioned against threats to national identity and the manipulation of sectarian or political divisions, asserting that any undermining of collective identity could fragment the social fabric. Drawing lessons from other nations that experienced internal strife under similar pressures, he emphasized that the unity of identity, principles, and institutions forms a foundational pillar of state resilience, anchored in Algeria’s historical legacy as articulated in the November 1st Declaration and the revolutionary struggle for liberation.
On the economic front, Bengrina advocated for a “wartime economy,” focused on securing supply chains, localizing strategic industries, and enhancing national production capacities, particularly in food and energy sectors. He stressed the importance of food security through the promotion of strategic crops such as dates and cereals, underlining the diversification of domestic production as a core defensive strategy during crises.
Energy independence and sustainability were central to his address. Bengrina called for the exploration of energy resources, including shale gas, and the development of renewable energy, particularly solar power, alongside the prudent allocation of social support to deserving beneficiaries. Regarding water security, he urged the diversification of water sources, reduced reliance on desalination, investment in small and medium dams, and the enhancement of strategic storage capabilities. He further recommended establishing a comprehensive national infrastructure for grain and agricultural product storage, distributed across multiple agricultural hubs, to mitigate risks linked to geographic concentration.
Concluding his address, Bengrina affirmed that Algeria’s current challenges necessitate reinforcing the internal front, relying on autonomous national capacities, and institutionalizing a culture of national cohesion as a strategic choice to confront evolving threats, ensure state stability, and safeguard the nation’s continuity.
