Bouamama Meets ONDA Director General to Strengthen Cooperation on Copyright Protection
Algiers – December 2025 – The Minister of Communication, Zoheir Bouamama, received on Tuesday in Algiers the Director General of the National Office of Copyright and Related Rights, Samir Thaâlabi, in a meeting aimed at reinforcing institutional cooperation and joint action between the Ministry and the Office.
According to a statement issued by the Ministry of Communication, the meeting falls within the framework of strengthening coordination with an institution that has, for five decades, played a central role in protecting the moral and economic rights of authors, creators, their beneficiaries, and holders of related rights.
On this occasion, Minister Bouamama underscored the strategic importance of the National Office of Copyright and Related Rights, commending the efforts undertaken by its leadership to safeguard the rights of authors and creators and to promote strict compliance with the legal framework governing the broadcasting and distribution of protected works. He further stressed the necessity of sustained cooperation and regular follow-up between the Ministry and the Office, particularly in light of Executive Decree No. 24-250 of July 23, 2024, which sets out the general terms and conditions applicable to audiovisual communication services.
The decree, he noted, introduces binding obligations for media institutions, notably the requirement to cooperate with the National Office through the signing of a “public communication license” agreement with the competent authority responsible for copyright and related rights.
For his part, the Director General of the Office emphasized the importance for institutions operating in the audiovisual sector to conclude agreements with the Office in order to clearly define the conditions under which they may obtain licenses to exploit protected works included in their program schedules. Such measures, he affirmed, contribute to the overall protection of authors’ rights and those of related rights holders.
At the conclusion of the meeting, both parties agreed to examine a series of joint activity projects for the upcoming period. The initial step, they decided, will be the organization of an awareness-raising day targeting journalists and media institutions, with the aim of promoting this approach and firmly embedding respect for copyright and related rights within media practices.
