Algiers – September 2025 – The creation of the new post of Minister of State in charge of the Inspection of State Services and Local Authorities, entrusted to Brahim Merad within the government of Prime Minister Sifi Ghrieb, represents a decisive step in President Abdelmadjid Tebboune’s strategy to consolidate the rule of law and curb the malpractice that undermines public trust.

Entrusting this mission to Brahim Merad, a seasoned statesman who previously served as Republic Mediator and Minister of the Interior, underscores the seriousness of the endeavor. The President’s determination to combat corruption was once again reaffirmed in his address to the Parliament on December 29, 2024, where he announced a forthcoming revision of local authority laws aimed at rebuilding the rule of law and genuine democracy.
Commenting on this vision, Professor Anis Boukider, speaking on AL24 television in July, highlighted that one of the least discussed yet most crucial aspects of Tebboune’s anti-corruption strategy lies in his administrative journey. “President Tebboune has climbed every rung of Algeria’s high administration—up to the position of Prime Minister and, since December 2019, President of the Republic,” he recalled. This trajectory, Boukider argued, has granted Tebboune an intimate understanding of the inner workings of the State, its systemic flaws, and the grey zones where corruption thrives.
