Algiers – December 2025 – In an address delivered Sunday in Algiers, Eric Philips, representative of the Caribbean Community (Caricom), unveiled a comprehensive ten-point plan calling for concrete reparations for the crimes of colonialism. His intervention strongly underscored the necessity of a unified, coordinated effort between Africa and its diaspora to confront centuries-long injustices, restore historical rights, and secure meaningful mechanisms for recognition, compensation, and restitution.
Philips described the conference as “a historic moment,” asserting that the renewed Africa–Caribbean alliance has the potential to reshape global discourse on restorative justice. He insisted that only credible African and Caribbean mechanisms—spanning political, cultural, economic, and social dimensions—can produce the structural change required to address historical wrongs and chart a path toward collective healing.
Speaking on behalf of Caricom, Philips stressed that participation in this event was essential at a time when Africa and its diaspora are intensifying joint efforts to reclaim cultural heritage, demand official apologies, and obtain compensation for crimes against humanity perpetrated over more than four centuries across Africa and the Americas.
Caricom’s ten-point plan for reparatory justice, as presented by Philips, calls for formal apologies from former colonial powers, repatriation programs to reconnect descendants with Africa, targeted development projects for Indigenous populations, the establishment of cultural institutions, and the restitution of stolen cultural property. It also includes initiatives centered on cultural reconnection, psychological healing, technology-driven development, debt cancellation, and financial compensation as part of a global restorative framework.
Philips articulated Caricom’s symbolic indictment of history: slavery as “the world’s first nuclear bomb,” colonialism as “the second,” and racism as their “third” ongoing detonation. Reparations, he argued, now stand at the center of the world’s most pressing legal, moral, political, cultural, social, and diplomatic crises. He further expressed Caricom’s satisfaction with its partnership with the African Union, which seeks to advance the reparations agenda on a unified front.
Referring to the outcomes of the Second Africa-Caribbean Summit of Heads of Government, Philips recalled that leaders agreed to establish a joint mechanism to advance shared reparations strategies and support the return of religious and cultural artifacts. He also highlighted decisive progress within the Commonwealth, notably during the October 2024 summit in Samoa, where member states recognized slavery and the transatlantic trafficking of Africans as crimes against humanity and affirmed that “the moment for reparations and meaningful dialogue has come.”
Philips noted that the forthcoming Commonwealth meeting in Antigua and Barbuda in November 2026 will ensure that reparations remain firmly on the agenda, with a clear mandate to outline policy options and strengthen the dialogue. Emphasizing the urgency of the moment—reinforced by the UN-declared Fourth International Decade for the Eradication of Colonialism (2021–2030)—he affirmed that the call for reparations is no longer aspirational but imperative.
“We are honored to be here,” Philips concluded, “and we look forward with determination to deeper partnership and strengthened solidarity in our common struggle for reparations for slavery and colonialism.”
