Civil Society: A Pillar of the New Algeria, Says Ibtissem Hamlaoui

Algiers, Algeria | June 25th, 2025 — During a meeting with civil society actors held at the Tahar Ouettar Cultural Center in Souk Ahras, Ibtissem Hamlaoui, President of the National Civil Society Observatory, reaffirmed that civil society today constitutes a “fundamental pillar in building the New Algeria,” playing an increasingly vital role in strengthening national cohesion and fostering collective awareness.

Hamlaoui emphasized that Algeria is counting on its dynamic and committed civil society elites—particularly the youth—to face the country’s multifaceted challenges and actively contribute to the ongoing process of national development. She stressed that “a strong and cohesive Algeria cannot be envisioned without a well-organized and mobilized civil society across the national territory.”

She also recalled that President Abdelmadjid Tebboune was the first to enshrine the importance of civil society by incorporating it into the 2020 Constitution, recognizing it as an essential component of Algeria’s participatory democratic system.

In her address, Hamlaoui paid tribute to the efforts of civil society organizations in Souk Ahras, highlighting their ongoing commitment to public service and preservation of Algeria’s historical and national legacy. She called on local youth to assume their “historic responsibility in safeguarding the national heritage and working for the greater good.”

On the sidelines of the event, Hamlaoui, accompanied by local authorities, also launched a public awareness campaign aimed at preventing wildfires during the summer season. Departing from the cultural center, the awareness caravan will tour several municipalities in the wilaya to educate citizens on preventive measures and reinforce the province’s operational response plan against forest fires.
