Communication as a National Imperative: Hamlaoui Calls on Civil Society to Counter Disinformation and Defend State Institutions

During a Consultative Forum in Médéa, the Head of Algeria’s Civil Society Observatory Emphasizes the Strategic Role of Digital Communication in Uniting Citizens and Protecting National Sovereignty

Algiers, Algeria | May 6th, 2025 — The President of the National Observatory for Civil Society, Ibtissam Hamlaoui, underscored the “primordial and strategic role of communication” in mobilizing Algerian civil society, reinforcing social cohesion, and combating disinformation campaigns that threaten national institutions and sovereignty.

Speaking at a consultative and interactive forum held at the Main Public Reading Library in Médéa, Hamlaoui addressed a gathering of local civil society representatives, urging them to adopt and master modern communication technologies, particularly digital platforms and social networks, to advance their societal missions and resist the growing tide of foreign interference and internal destabilization efforts.

“Civil society must recognize the weight of its impact within the nation and must strategically deploy new communication tools to fulfill its role effectively,” she asserted, warning against complacency in the face of external narratives seeking to undermine national unity.

She stressed that modern communication channels are essential tools in confronting “plots aimed at destabilizing Algeria” and refuting “deliberate misinformation and toxic content” designed to discredit the country’s institutions and symbols. The Observatory, she affirmed, stands firm against such campaigns and calls for unified action rooted in civic awareness and patriotism.

Empowering Civil Society Amid Rising Threats

Hamlaoui firmly advocated for the active involvement of civil society in safeguarding national values, asserting that the country’s associative fabric must serve as a bulwark against coordinated attacks targeting Algeria’s credibility and internal stability.

“Civil society must not be passive. It has a mission to unite, to defend, and to foster belonging to the Algerian nation—especially now, as we face repetitive and insidious assaults on our state institutions,” she said.

The forum also served as a platform to announce the upcoming National Conference of Neighborhood Committees, which will focus on community-based initiatives for drug prevention and the rehabilitation of drug users. This initiative will be carried out in collaboration with multiple government sectors, reflecting a holistic approach to grassroots engagement and public health.

On the sidelines of the event, Hamlaoui participated in the launch of a series of workshops dedicated to marital counseling and strengthening family relations, led by local associations. These workshops reflect the Observatory’s broader agenda to reinforce the social fabric and promote values of solidarity, dialogue, and resilience within Algerian households.
