Confucius Institute Inaugurated at University of Algiers 2: A Milestone in Sino-Algerian Academic and Cultural Diplomacy

Algiers – September 2025 – Algiers witnessed a defining moment in the trajectory of its academic and cultural diplomacy on Tuesday, as Minister of Higher Education and Scientific Research Kamel Baddari presided over the inauguration of the Confucius Institute at the University of Algiers 2 “Abou Al Kacem Saâdallah.” The ceremony, imbued with symbolic weight, was attended by China’s Ambassador to Algeria, Dong Guangli, the President of the Algerian-Chinese Friendship Association, Smaïl Debeche, the Rector of the University of Algiers 2, Saïd Rahmani, alongside representatives of academic communities from both nations.
The launch of this institute is more than a formal gesture; it constitutes a tangible reinforcement of the multifaceted partnership binding Algeria and China. Coming only a year after the inauguration of the Department of Chinese Language at the same university, this new milestone underscores a deliberate strategy to consolidate university cooperation and expand avenues of academic and cultural exchange. Minister Baddari described the institute as “a pivotal initiative that will further strengthen partnerships between Algerian and Chinese universities, foster academic exchanges, and embody the robust bonds that unite Algeria and China in technology transfer and the valorization of scientific research.”
Rector Saïd Rahmani highlighted the symbolic and practical significance of this inauguration, noting that it crowned years of scientific and cultural collaboration, nurtured under the guidance of the Ministry of Higher Education. He stressed that the Confucius Institute stands as a central hub in the architecture of cultural and academic cooperation between Algeria and the People’s Republic of China, aligning with the minister’s vision of opening universities to their external environments, both nationally and internationally.
Ambassador Dong Guangli, for his part, did not mince words, describing the inauguration as “a historic moment in the annals of Sino-Algerian friendship and cooperation.” He recalled the 67-year legacy of diplomatic relations between the two nations, emphasizing that Algeria and China have consistently worked in a spirit of mutual support and common development. “Our bilateral ties transcend conventional frameworks; they are a living example of South-South solidarity, cooperation, and shared development,” he declared. The ambassador further underscored the necessity of fostering people-to-people friendship, particularly among younger generations, through linguistic and cultural understanding.
The inauguration resonates as a strategic investment in future generations. With more than five Algerian higher education institutions already teaching Chinese, the Confucius Institute at Algiers 2 is poised to deepen linguistic, cultural, and intellectual bridges. Representing Northwest Normal University in China, Wang Zhanren underlined that the creation of this institute ushers in a new, structured phase of linguistic and cultural exchanges, one grounded in deeper institutional cooperation. He stressed his university’s mission to promote international educational partnerships and cultivate highly skilled competencies, positioning this initiative as a model of educational diplomacy.
