“Constitutionalizing Algeria’s Independent Election Authority, a Milestone in Electoral Reform,” Says Zaidi

Algiers, Algeria | September 7th, 2024 — In an exclusive interview with Dzair Tube, Akram Zaidi, President of the Algerian Center for Economic Foresight, emphasized the pivotal role played by the Independent National Election Authority (ANIE) in revitalizing the integrity and transparency of Algeria’s elections. Established as part of Algeria’s constitutional reforms on November 1, 2020, the creation of ANIE represents a significant step in addressing long-standing public mistrust of the electoral process.

Zaidi reflected on the state of the electoral system before 2019, when elections were managed by the Ministry of the Interior, resulting in allegations of widespread irregularities and administrative interference. “There was an overwhelming perception that the election process was subject to manipulation, and as a result, many citizens felt disillusioned and disengaged,” he explained, noting that this environment fostered an entrenched skepticism regarding the legitimacy of electoral outcomes.

Zaidi acknowledged that, even today, remnants of this distrust persist, with many citizens still expressing concerns about corruption or vote tampering. “There’s a deeply rooted belief among the electorate that their votes might be compromised or that election results are predetermined, a sentiment that was expressed in phrases like ‘Ils vont truquer les urnes’ (They will rig the ballot boxes),” Zaidi noted. These doubts, he remarked, reflect the historical challenges Algeria has faced in building a reliable and transparent electoral system.

However, Zaidi was optimistic about the changes brought forth by the establishment of the ANIE. “We are witnessing a turning point in Algeria’s political development,” he affirmed, explaining that the independent election authority has succeeded in dispelling much of the skepticism surrounding the electoral process. “The ANIE operates autonomously, free from any form of government influence, which has been instrumental in restoring public confidence in elections,” he said.

The constitutionalization of the ANIE has been lauded as one of the key reforms in Algeria’s broader efforts to enhance democratic governance. Zaidi underscored the importance of these reforms, stating, “We are now seeing a credible electoral system where citizens’ votes are protected, and the process is overseen with full transparency and accountability.”

In conclusion, Zaidi expressed confidence in the future of Algerian democracy, underscoring the importance of sustaining these reforms. “This is not only a victory for the people of Algeria but a significant advancement for democracy in the region. The credibility of our elections is no longer in question, and that is a profound achievement,” he declared.
