(Contribution) Quality in Development: Algeria’s Bet for Achieving a Sustainable Social and Economic Transformation

Algiers – September 2025 – At the Council of Ministers meeting held on Sunday, September 21, 2025, the President of the Republic underscored the imperative of “ensuring quality in social and economic development,” a phrase that encapsulates a clear strategic vision for moving beyond mere quantitative outputs or superficial achievements toward qualitative transformation and sustainable progress. This directive reflects a profound awareness that genuine development is not measured by the number of completed projects or the percentages of growth announced, but by its tangible impact on the daily lives of citizens and its ability to firmly anchor Algeria on the path of emerging economies.
I. Qualitative Social Development – Toward Efficient Public Services
Qualitative social development means guaranteeing high-quality public services that strengthen social justice and reinforce societal resilience.
– Education: Not simply by the number of schools, but by the ability of the Algerian educational system to shape human capital imbued with national values and fully equipped to embrace the digital revolution and artificial intelligence.
– Healthcare: Measured not by the number of hospitals, but by the effectiveness of patient care and the equitable accessibility of high-level medical services.
– Urban Services: Housing, transport, and the urban environment must reflect an improved quality of everyday life, thereby consolidating social cohesion and public trust in state institutions.
II. Qualitative Economic Development – Projects that Generate Added Value
No meaningful social development can be sustained without a robust economic foundation, making the quality of economic projects a central requirement. What is needed is not merely investment, but productive, sustainable investment capable of creating wealth and employment. This is achieved through:
– Diversifying the economy and reducing dependence on hydrocarbons.
– Developing a national industrial base with high added value.
– Advancing modern and intelligent agriculture.
– Investing in the digital economy and knowledge economy.
– Supporting start-ups and innovation as the driving forces of future growth.
III. The Interdependent Relationship Between Economic and Social Development
International experience demonstrates that economic and social development cannot be dissociated.
– A strong economy provides the necessary financing to sustain social services.
– A cohesive and empowered society forms the human foundation that supports economic growth.
The relationship between them is one of complementarity and organic interdependence: there is no value in a strong economy that leaves segments of society marginalized, nor is there any utility in high-quality social services without an economy capable of financing and sustaining them.
IV. The Prerequisite of Quality in Institutions, Policies, and Governance
Achieving qualitative development requires effective institutions, intelligent public policies, and sound governance. In this context, the words of Nobel laureate economist Amartya Sen resonate strongly: “Development is freedom”—implying that true development can only be realized within a political, economic, and social environment where freedoms are safeguarded, justice is upheld, and rights are respected.
– Qualitative Institutions: Modern, transparent institutions capable of absorbing major transformations and cementing trust between state and society.
– Public Policies: Flexible, strategically planned, data-driven, and oriented toward concrete results.
– Good Governance: A fundamental condition for achieving efficiency and effectiveness in management, ensuring the optimal use of public resources, strengthening confidence, and guaranteeing sustainability.
Conclusion
Algeria’s challenge today is fundamentally a challenge of quality: quality in economic development that generates wealth, quality in social development that improves the lives of its people, and quality in institutions and policies that guarantee sustainability. It is a threefold equation in which quality, effectiveness, and freedoms become guiding principles for all public policies—and the assurance of a fairer and more prosperous future for Algeria and its citizens.
