Algiers – December 2025 – Algeria has reiterated its steadfast commitment to its African and historical responsibilities in the fight against terrorism, reaffirming its readiness to continue contributing actively to collective continental efforts aimed at promoting peace, stability, and sustainable development in Africa.
Speaking on Monday in Algiers at the opening of the consultative meeting of experts on the African Strategic Action Plan for the Fight against Terrorism, Selma Bakhta Mansouri, Secretary of State to the Minister of Foreign Affairs in charge of African Affairs, underlined Algeria’s firm engagement in this collective dynamic.
In her address, Ms. Mansouri stressed that terrorism is no longer a temporary or geographically confined phenomenon, but has evolved into a transnational threat that adapts and feeds on complex interactions combining transnational organized crime, illicit economies, illegal trafficking of resources, and the growing exploitation of modern technologies.
She further recalled that Africa today bears a disproportionate burden of this threat, noting that the continent accounts for more than 70 percent of global terrorism victims. The meeting, which brings together a distinguished group of experts and specialists from various African regions and institutions, aims to strengthen continental coordination and strategic responses to this evolving challenge.
Building on this assessment, Ms. Mansouri highlighted that African Heads of State and Government, during the extraordinary African Union (AU) Summit held in Malabo in 2022, called for a revision and strengthening of the continental response to terrorism. This initiative falls within the mandate entrusted to President of the Republic Abdelmadjid Tebboune, in his capacity as AU Coordinator for the Prevention and Fight against Terrorism and Violent Extremism, with the objective of mobilizing political will at the highest level and consolidating African ownership of counterterrorism strategies.
In this context, the Secretary of State called for the activation of proposed continental mechanisms, particularly the Special Fund for the Fight against Terrorism, the African Arrest Warrant, and the African list of terrorist entities. She also underscored the necessity of reinforcing the Peace and Security Council (PSC) subcommittee responsible for counterterrorism.
For his part, Idriss Mounir Lallali, Deputy Director of the African Union Centre for the Study and Research on Terrorism (AU-CERT), emphasized that Algeria plays a central role in the African Union’s efforts to combat terrorism and prevent violent extremism. He noted that hosting the AU-CERT headquarters in Algiers, along with Algeria’s active participation in African and international mechanisms, reflects the country’s firm commitment to peace and security across the continent.
Mr. Lallali further observed that Algeria’s involvement in the development of key legal and procedural instruments to combat terrorism—such as the 1999 Convention, the 2002 Continental Action Plan, and the 2004 Additional Protocol—has positioned the country as a cornerstone of Africa’s collective vision in confronting terrorism and violent extremism.
