Algiers – September 2025 – Algeria has embarked on a transformative chapter in its economic history, launching a sweeping reform of its foreign trade system that promises to redefine the nation’s position within the global marketplace. The bold restructuring, anchored in a digital revolution, seeks to dismantle outdated mechanisms, instill transparency, and equip Algerian exports with the competitive edge required in an era dominated by globalization and technological disruption.

The decision to dissolve the National Agency for the Promotion of Foreign Trade (ALGEX), through three executive decrees signed by Acting Prime Minister Seifi Ghrib, marks more than a bureaucratic adjustment; it signals the end of an era and the dawn of a meticulously designed system tailored to efficiency, precision, and accountability.

At the heart of this reform lies a dual institutional model. One body will be devoted exclusively to import regulation and oversight, ensuring strategic, data-driven responses to national demand. The other will dedicate its full capacity to export promotion, brand building, and market expansion, with the explicit mission of positioning “Made in Algeria” as a recognized label of quality across international markets.

What distinguishes the new architecture is its reliance on advanced digital infrastructure. A national database of importers—backed by strict professional licensing standards—will prevent monopolistic practices, curb illicit trade activities, and guarantee that only qualified operators can access the market. Moreover, the new platform’s integration with the Bank of Algeria, customs, licensed commercial banks, and other regulatory bodies inaugurates a seamless e-government ecosystem. This digitization will allow importers and exporters alike to monitor operations remotely, access permits, streamline paperwork, and consolidate orders to enhance collective bargaining power.

Perhaps the most ambitious dimension of the reform is the international projection of Algerian exports through the creation of “Dar Al-Jazair” (House of Algeria) in key global markets. These permanent representations are tasked with branding Algeria’s economic identity, facilitating partnerships, and sustaining long-term commercial presence abroad. Coupled with a dedicated digital export platform that enables real-time document exchange, exporter forums, and detailed procedural guides, Algeria aims to provide its businesses with the tools required to thrive on the international stage.

The reform also brings together a powerful multi-sectoral steering council, including representatives from defense, foreign affairs, energy, interior, digitization authorities, banking institutions, and customs. This structure underscores the strategic nature of foreign trade as not merely an economic matter but a pillar of national security and sovereignty. Its flexibility allows for external expertise, dynamic adaptation of structures, and continuous upgrading of services, ensuring the system remains resilient and responsive to shifting global currents.

The anticipated ripple effects are profound. Economically, Algeria expects to rationalize imports, boost non-hydrocarbon exports, and strengthen the trade balance, thereby diversifying the foundations of national growth. Technologically, the reforms herald the modernization of Algeria’s digital trade infrastructure, increasing efficiency while reinforcing transparency and accountability. Strategically, they position Algeria as a proactive and credible actor in global commerce, capable of forging strong partnerships and safeguarding its economic sovereignty in an increasingly competitive environment.

This comprehensive reform is more than a technical adjustment—it is a declaration of intent. Algeria is deliberately turning the page on an era of dependency and inefficiency, choosing instead to build a modern, diversified economy that thrives on innovation, digitization, and global engagement. In doing so, the country is not only reshaping its commercial future but also laying the groundwork for a sustainable economic renaissance.
