Digital Social Protection Rises in Algeria: Launch of the “El Dalil” Platform

Algiers – November 2025 – In a step toward modernising the architecture of social protection, the Ministry of National Solidarity, the Family and Women’s Affairs inaugurated on Thursday in Algiers the digital platform El Dalil, a tool designed to radically enhance efficiency, coordination and responsiveness across national welfare institutions. Developed in cooperation with UNICEF Algeria, the platform represents a unified digital gateway that consolidates updated and reliable information about the establishments and centres responsible for supporting vulnerable social groups, particularly children.

Presiding over the launch ceremony held in conjunction with the celebration of Universal Children’s Day, Minister Soraya Mouloudji underscored that El Dalil offers “a unified interface that compiles accurate and regularly updated data on specialised institutions in charge of children and all vulnerable groups.” The platform, she affirmed, enables both central and local administrations to rapidly access the statistical resources needed for planning, monitoring and informed decision-making, in alignment with the ministry’s firm commitment to digital transformation.

The platform is poised to significantly strengthen the coordination between all actors engaged in social protection, providing a transparent and harmonised tool for tracking and evaluating the various programmes underway. Its digital environment reinforces efforts to safeguard children, modernise care systems and enhance institutional synergy using cutting-edge technologies. It also enables institutional partners to obtain essential information to “ensure rapid and precise intervention in matters concerning children and individuals in distress,” the minister noted.

Beyond its administrative benefits, El Dalil opens new avenues for citizens, who will now be able to “identify with ease the institutions nearest to them and the services they offer, through a simple and intuitive user interface.” By bringing public services closer to families and citizens, the platform strengthens trust and enhances the accessibility of social support mechanisms nationwide.

Minister Mouloudji emphasised that child protection and the promotion of children’s rights—firmly anchored in Algerian societal values—constitute a national priority. She reiterated that the State, under the guidance of President Abdelmadjid Tebboune, continues to consolidate achievements benefiting children through a comprehensive strategy aimed at strengthening the systems of protection, prevention and socio-educational support. This orientation takes concrete form in the National Plan for Children (2025-2030), described as “a strategic roadmap designed to ensure the holistic development of children and safeguard their fundamental rights in education, health and social protection.”

The ceremony, which highlighted Algeria’s commitment to an inclusive and forward-looking social policy, was attended by key national figures: Meriem Cherfi, National Delegate for Child Protection; Abdelmadjid Zaalani, President of the National Human Rights Council (CNDH); and Katarina Johansson, UNICEF Algeria Representative. Their presence attested to the importance of this milestone in the country’s ongoing endeavour to modernise and reinforce child welfare mechanisms within a digital era.
