Digital Transformation, an Irreversible National Strategic Choice, Says Sayoud

ALGIERS โ February 16, 2026 โ Interior, Local Assemblies and Transport Minister Saรฏd Sayoud affirmed Monday that digital transformation represents โan irreversible national strategic choice,โ implemented in line with the directives of President Abdelmadjid Tebboune.
Speaking at the opening of the National Meeting on Innovation and Digital Transformation, organized by the Mรฉdiateur de la Rรฉpublique, Sayoud stressed that innovation and digitalization constitute a fundamental pillar for building a modern, efficient, transparent administration closer to citizens.
He noted that digital transformation goes far beyond the mere digitization of documents, involving instead a profound structural and cultural shift in the management of public services.
In this context, the minister announced the generalization of electronic services across municipalities and wilayas, particularly in civil status services, biometric national identity cards, driverโs licenses and biometric passports. He also highlighted the adoption of the National Identification Number as a unique identifier, enabling interconnection of databases and improving data reliability.
According to Sayoud, the expansion of digital services aims to shorten file-processing times, reduce pressure on administrative counters, limit citizensโ travel and improve the overall quality of public service delivery.
He further revealed that national databases had been unified and linked to secure networks to facilitate information exchange between different administrations.
On this occasion, Sayoud emphasized that digital transformation is an effective lever for combating bureaucracy and curbing illegal practices. He added that the success of the process depends on upgrading human resources, updating the legal framework, protecting personal data and embedding a culture of innovation within public administration.
Finally, the minister underscored the importance of involving citizens as central actors in designing digital services, reaffirming his departmentโs commitment to modernizing public service through an integrated vision based on widespread digitalization, improved legislation, strengthened partnerships and reinforced principles of transparency and accountability.
He concluded that innovation and digital transformation form the cornerstone of a modern administration and a key factor in strengthening citizensโ trust in state institutions.
