Digital Transformation and Administrative Simplification: Abdelhak Saihi Calls for Modernized and Citizen-Centered Social Services

At the outset, Minister Saihi underscored the strategic importance of periodic evaluation meetings as part of a participatory governance approach, emphasizing that such encounters allow for close monitoring of institutional performance, ensuring that subordinate bodies remain aligned with ministerial priorities and national objectives.

The Director General of FNPOS delivered an exhaustive presentation outlining the fund’s operational achievements, key mandates, and forward-looking projects, all developed within a long-term strategic framework designed to expand and modernize service delivery.

Building on this assessment, Minister Saihi issued a series of strong directives aimed at transforming the Fund’s operational model. He stressed that sustained improvement in service quality must be driven by digital transformation, through the adoption of modern technological systems capable of guaranteeing rapid, efficient, and transparent responses to citizens’ requests.

“The future of social services lies in innovation and digital accessibility,” Saihi affirmed, calling for the simplification of administrative procedures and the harmonization of efforts across departments to ensure citizens obtain their legitimate rights swiftly and seamlessly.

The Minister emphasized the need to reinforce digital infrastructure through the development of user-friendly online platforms, enabling beneficiaries to interact directly with FNPOS services and resolve concerns remotely. He further directed that these platforms should embody ease of access, responsiveness, and transparency, aligning with the government’s broader digital governance agenda.

Saihi also called for the elaboration of a comprehensive strategic plan for 2026–2030, one that would redefine the Fund’s performance management and place innovation at its core. This plan, he stated, should be built around smart digital ecosystems that facilitate citizens’ access to benefits, integrate data systems, and enhance coordination among administrative units — all under a unified framework prioritizing efficiency, integrity, and service excellence.

Concluding the session, Minister Saihi reaffirmed the central administration’s commitment to supporting the FNPOS in realizing its strategic objectives. He reiterated that the ministry stands ready to ensure synergy between central and local bodies, in order to respond effectively to citizens’ legitimate expectations with a spirit of accountability, professionalism, and institutional coherence.
