Operationally, Cheikh Al Kacimi stated that “the various establishments of Djamaâ El Djazaïr have begun implementing the planned programmes as scheduled.” The language is deliberate: programmes are not speculative; they are being executed according to the timetable set by the institution’s architects and planners. This fidelity to programme and schedule underscores the mosque’s intent to function as a durable institutional actor rather than a ceremonial project with fleeting visibility.

If the project realises the rector’s affirmed trajectory—programmes implemented on schedule, meaningful international enrolment, and sustained cooperation with reputable scientific poles—Djamaâ El Djazaïr will have transcended monumentality to become an operational hub of civilisational influence. Cheikh Al Kacimi’s message is both assurance and challenge: assurance that the institution will defend a unifying religious reference; challenge to the mosque’s leadership and partners to convert lofty declarations into enduring institutions of knowledge, ethics, and communal cohesion.

In the rector’s closing formulation lies a concise pledge to the nation: Djamaâ El Djazaïr will remain, now and henceforth, a bulwark for a federating religious reference—an institutional answer to the contemporary demand for religious clarity, scholarly excellence, and civilisational continuity.
