Algiers – September 2025 – Barely days after assuming his new post, Abdelkader Djellaoui, Minister of Public Works and Basic Infrastructures, has wasted no time in setting an uncompromising tempo. With a clear mandate from President Abdelmadjid Tebboune to deliver on projects deemed “vital” for Algeria’s economic sovereignty, Djellaoui has embarked on an intensive series of high-level consultations designed to translate vision into tangible, measurable progress.
At the top of the agenda lies the monumental North–South rail backbone linking Algiers to Tamanrasset, a project whose economic and social reach extends far beyond transport. Designed to serve both passengers and freight, the line is viewed as a lifeline for the South’s agricultural, mining, and energy industries. Operational launch has been scheduled through the Boughezoul–Ksar El Boukhari section, marking the first decisive step in a phased implementation strategy aimed at achieving a fully integrated network by 2030. For Tebboune, the stakes are clear: this railway is not merely an infrastructural investment, but a strategic instrument for national cohesion and regional productivity.
Equally critical are the East–West mining corridors, structured to provide seamless logistical links between extraction sites and export terminals, thereby reinforcing Algeria’s external resilience against commodity cycles. In parallel, the extension of the port of Annaba—anchored by a 1,600-meter mineral quay with a 16-meter draft—will position the city as a specialized hub capable of exporting up to 7 million tonnes of phosphate annually. Delivered by a joint Algerian–Chinese consortium under a strict 24-month deadline, the project embodies the government’s determination to align industrial output with global markets while generating local employment and industrial spillovers.
This triad—North–South rail, East–West mining lines, and the Annaba port hub—forms the backbone of Algeria’s macroeconomic strategy. By reducing logistics costs, ensuring predictable timelines, and enhancing service quality, the plan targets nothing less than a structural leap in national competitiveness. Djellaoui’s operational doctrine is explicit: prioritize projects with the highest multiplier effect, enforce strict deadlines, and mobilize domestic expertise to maximize Algeria’s share in the value chain.
The minister has already commissioned an expert-led evaluation of the East–West Highway, seeking to address safety “black spots” and strengthen synergies between road, rail, and port infrastructure within a multimodal framework. This integrated approach echoes Tebboune’s vision of reducing road dependency, lowering carbon intensity, and cementing territorial continuity as prerequisites for new growth poles across the nation.
