Dzair Tube Exclusive: Mustapha Berraf Exposes Governance Crisis in African Football, Predicts Senegal’s Legal Vindication and Confirms Infantino’s Imminent Visit to Algeria

ALGIERS, March 23rd, 2026 — In an exclusive interview granted to Dzair Tube and Dzair Sport, Mustapha Berraf, President of the Association of National Olympic Committees of Africa (ANOCA), delivered a sweeping and uncompromising assessment of the current state of African football governance, denouncing what he described as serious irregularities within the Confederation of African Football (CAF) and expressing firm confidence that Senegal will ultimately recover its Africa Cup of Nations title through legal recourse.
Addressing the controversy surrounding CAF’s decision to strip Senegal of its continental crown and award it to Morocco following the disputed final, Berraf characterized the ruling as “untenable” and procedurally flawed. He stressed that the matter is now under review before the Court of Arbitration for Sport (CAS) in Lausanne, underscoring that the Senegalese Football Federation has already initiated the appropriate legal challenge.
“The decision remains provisional and cannot be treated as final while the case is under judicial examination,” Berraf asserted, emphasizing that Senegal’s victory on the pitch should not be overturned through administrative channels. He further described the move as an unprecedented departure from established sporting norms, warning against the erosion of credibility within continental football institutions.
Berraf expressed strong confidence in Senegal’s legal position, highlighting the competence of its legal team and the federation’s deep understanding of football regulations. “Senegal possesses the expertise and the legal capacity to defend its rights. I am convinced that justice will prevail, and that CAS will restore what was legitimately earned on the field,” he stated.
Beyond the immediate controversy, Berraf broadened his critique to encompass systemic governance failures within CAF, particularly in relation to refereeing standards, administrative transparency, and decision-making processes. He revealed that he had personally raised these concerns with FIFA President Gianni Infantino during a recent meeting conducted in a spirit of mutual respect and institutional cooperation.
“We discussed the pressing need for sound governance and transparency within African football. The issues affecting CAF—particularly in refereeing and appointments—have significantly impacted the credibility of the game on the international stage,” Berraf noted, adding that Infantino had taken these concerns seriously.
In this context, Berraf confirmed that the FIFA President is expected to undertake an official visit to Algeria in the coming weeks, during which he is scheduled to hold discussions with President Abdelmadjid Tebboune. The anticipated visit is expected to address the future trajectory of football governance in Africa and explore avenues for reform and institutional strengthening.
Shifting to national sporting developments, Berraf also commended the decision of President Tebboune to grant Algerian nationality to Stéphanie Anne-Laure Julin, the mother of Olympic gymnastics champion Kaylia Nemour. He described the move as both “justified and deeply symbolic,” recognizing her pivotal role in supporting her daughter’s journey and her unwavering commitment to Algeria.
“Kaylia Nemour’s success is inseparable from the support and determination of her mother, who played a decisive role in her alignment with Algeria, even in the face of institutional challenges abroad,” Berraf remarked. He further emphasized that the presidential decision reflects a broader recognition of dedication, national belonging, and the values of loyalty and perseverance.
