Eight Firm Directives from Minister Belaribi on Béchar’s Landmark Sports Complex

Algiers, September 2025 – In a move underscoring the government’s determination to deliver on strategic infrastructure projects pledged by President Abdelmadjid Tebboune, Minister of Housing, Urbanism, and City Planning Mohamed Tarek Belaribi undertook a field visit on Wednesday, September 18, 2025, to the construction site of the much-anticipated Béchar Sports Complex. This monumental project, a flagship development in southern Algeria, is expected to stand as a hallmark of modern sporting infrastructure and a catalyst for regional development.
A Colossal Investment of 35 Billion Dinars
Laid down by President Tebboune on April 24, 2025, the foundation stone of the project represents not merely a construction initiative but a transformative vision for the South. Backed by a colossal financial envelope of 35 billion dinars, the complex will stretch across more than 40,000 square meters. It is set to include a covered football stadium with a seating capacity of 25,000, a semi-Olympic swimming pool accommodating 2,400 spectators, and an athletics track with 6,500 seats — each component designed to meet international standards.
Mobilizing 1,500 Workers for Progress
On-site, activity is intense, with more than 1,500 workers engaged in the vast endeavor. To date, the overall completion rate has reached 20%, following the approval of all engineering studies at 100%. The progress breakdown reveals: 15% completion on the stadium, 20% on the athletics track, 5% on the semi-Olympic swimming pool, and 10% on external development and utility networks.
Eight Directives for Acceleration and Precision
Chairing a high-level technical meeting during the visit, Minister Belaribi delivered eight strict orders designed to eliminate delays and guarantee high standards:
– Accelerate the pace of works by dividing the stadium site into four operational zones.
– Ensure meticulous follow-up of grandstand construction with a clear timetable for completion.
– Finalize the foundations of the swimming pool before the end of the month.
– Guarantee uninterrupted supply of construction materials, with priority for Algerian-made products.
– Speed up the execution of retaining walls at a rate of 500 meters per month.
– Strengthen work crews and expand the involvement of local labor to bolster community development.
– Coordinate with the Directorate of Water Resources to shield the project from flood risks.
– Deploy modern digital systems for monitoring progress under constant oversight of the Construction Technical Control Agency (CTC).
The minister emphasized that the Béchar Sports Complex is a strategic project of national importance, vowing that no delays or negligence would be tolerated in its execution.
Upon completion, the complex is expected to mark a turning point for youth in the region, offering world-class facilities while reinforcing Algeria’s sporting infrastructure in the Grand South. Beyond sports, it is envisioned as a driver of local development and a living embodiment of the state’s ambition to harness sports as a lever of social and economic growth.
