Classified Reports Reveal Moroccan Intelligence’s Role in Radicalizing and Deploying Extremists for Geopolitical Blackmail Against European States

Algiers, Algeria | June 19th, 2025 — In a deeply disturbing revelation, multiple European intelligence agencies have accused the Moroccan regime—referred to as Le Makhzen—of orchestrating and facilitating the radicalization and export of extremist elements from its diaspora in Europe as a coercive tool of foreign policy. This damning accusation, outlined in several classified reports, implicates the Moroccan state in a web of transnational terrorism and strategic manipulation aimed at pressuring European governments.

According to a newly declassified dossier compiled by French and European intelligence services, Moroccan authorities have intentionally mobilized extremist elements within the Moroccan diaspora across Europe to serve their geopolitical interests. These operatives, often young, disillusioned individuals, are systematically manipulated by Moroccan intelligence services to instigate instability and fear in European societies.

One of the most alarming claims revisits the horrific Bataclan massacre in Paris in 2015, which left 130 innocent people dead. While the attack was originally attributed to ISIS, recent French intelligence assessments have uncovered that the perpetrators—of Moroccan origin—may have been acting on covert instructions from Moroccan intelligence. The ultimate objective, the report notes, was to exert pressure on the French government, which had taken a confrontational stance following torture accusations filed in 2014 against Abdellatif Hammouchi, the director of Morocco’s domestic intelligence service (DGST), during his visit to Paris.

The French judiciary at the time had issued summons for Hammouchi, accusing him of overseeing systematic torture practices. In retaliation, Moroccan intelligence, according to the report, resorted to clandestine operations designed to demonstrate the consequences of diplomatic rupture with Rabat.

European intelligence sources also confirm Moroccan-linked terrorist cells were behind the coordinated attacks in Spain, particularly the 2017 attacks in Barcelona and Cambrils, which claimed 16 lives and injured more than 120 people. These attacks, according to Spanish intelligence, were carried out by radicalized Moroccan nationals trained and guided by handlers believed to be linked to the Moroccan security apparatus.

Furthermore, the reports accuse Moroccan authorities of willfully losing control over extremist elements within their borders and then engineering their exit by facilitating illegal migration routes into Europe. Once these extremists arrived in European territories, many made contact with ISIS facilitators, who assisted in transporting them to conflict zones in Syria and Iraq, thereby globalizing their capacity for destruction.

This calculated export of extremism is viewed by European analysts as a dangerous and duplicitous tactic by the Moroccan regime to eliminate its domestic security threats while leveraging their destructive potential as diplomatic blackmail against Western powers.
